3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 476.6, Code 2019, is amended by adding
2the following new subsection:
3   NEW SUBSECTION.  12A.  Fossil fuel cost disclosure.  A
4rate-regulated public utility shall disclose the portion
5in each customer billing statement that is used to recover
6costs for purchasing fossil fuels for energy production. The
7amount shall be based on the projected costs of purchasing
8fossil fuels as a share of the public utility’s expected
9annual Iowa retail rate revenue from retail customers in
10the state, provided, however, that the public utility shall
11exclude revenues expected from retail customers that have opted
12to receive energy generated by the use of renewable energy
13sources. For purposes of this subsection, “renewable energy
14sources”
means the same as defined in section 476.21.
15EXPLANATION
16The inclusion of this explanation does not constitute agreement with
17the explanation’s substance by the members of the general assembly.
   18This bill requires rate-regulated public utilities to
19disclose the portion in each customer billing statement used
20for the recovery of costs for purchasing fossil fuels to
21produce energy. The amount shall be based on the projected
22costs of purchasing fossil fuels as a share of the public
23utility’s expected annual Iowa retail rate revenue, not
24including revenues from retail customers that have opted to
25receive energy generated by renewable energy sources, as
26defined in the bill.
