3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  CRIMINAL JUSTICE FAIRNESS AND BAIL REFORM
2INTERIM STUDY COMMITTEE.
  The legislative council shall
3establish an interim study committee consisting of five members
4of the senate, three of whom shall be appointed by the majority
5leader of the senate and two of whom shall be appointed by
6the minority leader of the senate, and five members of the
7house of representatives, three of whom shall be appointed by
8the speaker of the house of representatives and two of whom
9shall be appointed by the minority leader of the house of
10representatives. The committee shall meet during the 2019
11legislative interim. The committee, in consultation with the
12justice department, Iowa county attorneys association, office
13of the state public defender, the Iowa state sheriffs’ and
14deputies’ association, the Iowa peace officers association, and
15other stakeholders, shall study issues relating to criminal
16justice fairness and bail reform in Iowa. The committee shall
17submit its findings and recommendations in a report to the
18general assembly by January 13, 2020, for consideration by the
19general assembly during the 2020 legislative session.
20EXPLANATION
21The inclusion of this explanation does not constitute agreement with
22the explanation’s substance by the members of the general assembly.
   23This bill establishes an interim study committee to review
24and consider criminal justice fairness and bail reform.
   25The bill provides that the legislative council shall
26establish an interim study committee composed of members of the
27senate and house of representatives to meet during the 2019
28legislative interim. The committee, in consultation with the
29justice department, Iowa county attorneys association, office
30of the state public defender, the Iowa state sheriffs’ and
31deputies’ association, the Iowa peace officers association, and
32other stakeholders, shall study issues relating to criminal
33justice fairness and bail reform in Iowa. The bill requires
34the committee to submit its findings and recommendations to the
35general assembly by January 13, 2020, for consideration by the
