4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  MEDICATION-ASSISTED TREATMENT — PRIOR
2AUTHORIZATION PROHIBITED.
  The department of human services
3shall adopt rules pursuant to chapter 17A that prohibit prior
4authorization for medication-assisted treatment under either
5Medicaid fee-for-service or managed care administration.
6The department of human services shall also include this
7prohibition in any contract entered into with a Medicaid
8managed care organization. For the purposes of this
9section, “medication-assisted treatment” means the medically
10monitored use of certain substance use disorder medications in
11combination with other treatment services.
12EXPLANATION
13The inclusion of this explanation does not constitute agreement with
14the explanation’s substance by the members of the general assembly.
   15This bill relates to medication-assisted treatment. The
16bill requires the department of human services (DHS) to adopt
17administrative rules to prohibit prior authorization for
18the provision of medication-assisted treatment under either
19Medicaid fee-for-service or managed care administration.
20The bill also requires DHS to include this prohibition
21in any contract entered into with a Medicaid managed care
22organization. Under the bill, “medication-assisted treatment”
23means the medically monitored use of certain substance use
24disorder medications in combination with other treatment
25services.
