4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 331.301, subsection 6, paragraph c, Code
22019, is amended by striking the paragraph.
3   Sec. 2.  Section 331.304, subsection 12, Code 2019, is
4amended by striking the subsection.
5   Sec. 3.  Section 364.3, subsection 3, paragraph c, Code 2019,
6is amended by striking the paragraph.
7   Sec. 4.  Section 364.3, subsection 12, Code 2019, is amended
8by striking the subsection.
9EXPLANATION
10The inclusion of this explanation does not constitute agreement with
11the explanation’s substance by the members of the general assembly.
   12This bill strikes statutory prohibitions of counties and
13cities from adopting an ordinance, motion, resolution, or
14amendment that sets standards or requirements regarding the
15sale or marketing of consumer merchandise that are different
16from, or in addition to, any requirement established by state
17law.
   18The bill also strikes statutory prohibitions of counties and
19cities from adopting, enforcing, or otherwise administering an
20ordinance, motion, resolution, or amendment providing for any
21terms or conditions of employment that exceed or conflict with
22the requirements of federal or state law relating to a minimum
23or living wage rate, any form of employment leave, hiring
24practices, employment benefits, scheduling practices, or other
25terms or conditions of employment.
