4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1 Section 1. Section 20.3, subsection 11, Code 2019, is
2amended by adding the following new paragraph:
3 NEW PARAGRAPH. g. A teacher licensed under chapter 272.
4 Sec. 2. APPLICABILITY. This Act applies to collective
5bargaining procedures pursuant to chapter 20 initiated on or
6after the effective date of this Act.
7EXPLANATION
8The inclusion of this explanation does not constitute agreement with
9the explanation’s substance by the members of the general assembly.
10This bill designates teachers licensed under Code chapter
11272 as public safety employees for the purposes of collective
12bargaining pursuant to Code chapter 20, the public employment
13relations Act. Code chapter 20 and Code chapter 400 include
14collective bargaining procedures specifically applicable
15to public safety employees that are not applicable to other
16public employees, including procedures relating to the scope of
17collective bargaining negotiations, arbitration procedures, and
18certain matters relating to city civil service employment.
19The bill applies to collective bargaining procedures
20pursuant to Code chapter 20 initiated on or after the effective
21date of the bill.
