3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 103.15, subsection 4, Code 2019, is
2amended to read as follows:
   34.  For purposes of this section, “the direct personal
4on-the-job supervision and control and in the immediate presence
5of a licensee”
shall mean the licensee and the apprentice
6electrician or unclassified person shall be working at the same
7project location for a minimum of twenty-five percent of each
8day’s work period
but shall not require that the licensee and
9apprentice electrician or unclassified person be within sight
10of one another at all times during that entire period of time.
11EXPLANATION
12The inclusion of this explanation does not constitute agreement with
13the explanation’s substance by the members of the general assembly.
   14Under current Code section 103.15, subsection 3, an
15apprentice electrician or unclassified person is required to
16be in the presence of a licensed electrician at all times to
17perform electrical wiring. This bill amends the definition
18of “the direct personal on-the-job supervision and control
19and in the immediate presence of a licensee” to require the
20licensed electrician to be present for a minimum of 25 percent
21of each day’s work period for the apprentice electrician or
22unclassified person to perform electrical wiring.
