4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  CHILD SEXUAL ABUSE AND SEXUAL ASSAULT AWARENESS
2AND PREVENTION WORKING GROUP.
   31.  The department of public health shall convene a working
4group to examine issues and develop policy recommendations
5relating to child sexual abuse and sexual assault awareness
6and prevention. The working group shall request relevant data
7and outcome measures relating to child sexual abuse and sexual
8assault awareness and prevention from working group member
9agencies and organizations, including but not limited to the
10departments of human services and education, and from other
11local and state agencies and organizations as appropriate.
12The working group shall comprehensively review and analyze
13such information in order to propose recommendations,
14including but not limited to recommendations to the board
15of educational examiners relating to continuing education
16requirements for the issuance, renewal, or reinstatement of
17a license or endorsement; recommendations to the state board
18of education relating to in-service training programs on child
19sexual abuse and sexual assault awareness and prevention;
20and recommendations to the general assembly relating to the
21provision of instruction in child sexual abuse and sexual
22assault awareness and prevention as part of a school district’s
23human growth and development curriculum for kindergarten
24through grade 12.
   252.  The working group shall include the following:
   26a.  Four legislative members who shall be appointed as ex
27officio, nonvoting members with one member to be appointed by
28each of the following: the majority leader of the senate,
29the minority leader of the senate, the speaker of the house
30of representatives, and the minority leader of the house of
31representatives.
   32b.  Eleven voting members who shall represent the board
33of educational examiners; the department of education; the
34department of human rights; the department of human services;
35the department of public health’s office of disability, injury
-1-1and violence prevention; the department of public safety; the
2child advocacy board; the coalition for family and children’s
3services in Iowa; the office of the attorney general’s crime
4victim assistance division; prevent child abuse Iowa; and the
5Iowa network against human trafficking and slavery.
   63.  The working group shall meet not more than two times and
7shall submit its findings and recommendations in a report to
8the general assembly by December 15, 2019.
   94.   The department of public health shall provide staffing
10and administrative support to the working group.
11   Sec. 2.  EFFECTIVE DATE.  This Act, being deemed of immediate
12importance, takes effect upon enactment.
13EXPLANATION
14The inclusion of this explanation does not constitute agreement with
15the explanation’s substance by the members of the general assembly.
   16This bill directs the department of public health (DPH) to
17convene a working group to examine issues and develop policy
18recommendations relating to child sexual abuse and sexual
19assault awareness and prevention. The bill directs DPH to
20provide staffing and administrative support to the working
21group.
   22The bill requires the working group to submit a report,
23including findings and recommendations, to the general assembly
24no later than December 15, 2019. The bill takes effect upon
25enactment.
