2and postsecondary educational institutions from scheduling
3classes, activities, or events during presidential precinct
4caucuses and including effective date provisions.
5BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1 Section 1. Section 260C.14, Code 2019, is amended by adding
2the following new subsection:
3 NEW SUBSECTION. 25. Prohibit the community college from
4scheduling classes or any community college activities or
5events after 6:00 p.m.on the date of a precinct caucus held as
6part of the presidential nominating process.
7 Sec. 2. Section 261.2, Code 2019, is amended by adding the
8following new subsection:
9 NEW SUBSECTION. 13. Prohibit any postsecondary institution
10other than a regents institution or community college whose
11students are eligible for or who receive financial assistance
12under programs administered by the commission from scheduling
13classes or any institution activities or events after 6:00
14p.m.on the date of a precinct caucus held as part of the
15presidential nominating process.
16 Sec. 3. Section 262.9, Code 2019, is amended by adding the
17following new subsection:
18 NEW SUBSECTION. 39. Prohibit institutions of higher
19education governed by the board from scheduling classes or any
20institution activities or events after 6:00 p.m.on the date of
21a precinct caucus held as part of the presidential nominating
22process.
23 Sec. 4. NEW SECTION. 280.31 Presidential precinct caucuses
24— classes and activities prohibited.
25A public or nonpublic school shall not schedule classes or
26any school activities or events after 6:00 p.m.on the date of
27a precinct caucus held as part of the presidential nominating
28process.
29 Sec. 5. EFFECTIVE DATE. This Act, being deemed of immediate
30importance, takes effect upon enactment.
31EXPLANATION
32The inclusion of this explanation does not constitute agreement with
33the explanation’s substance by the members of the general assembly.
34This bill prohibits public and accredited nonpublic
35schools, regents institutions, community colleges, and other

3by the college student aid commission from scheduling classes,
4activities, or events after 6:00 p.m.on the date of a precinct
5caucus held as part of the presidential nominating process.
