2BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 483A.24, subsection 2, paragraphs b and
2c, Code 2019, are amended to read as follows:
   3b.  Upon written application on forms furnished by the
4department, the department shall issue annually without fee one
5wild turkey license to the owner of a farm unit or to a member
6of the owner’s family, but not to both, and to the tenant or
7to a member of the tenant’s family, but not to both. The wild
8turkey hunting licenses issued shall be valid only on the
9farm unit for which an applicant qualifies pursuant to this
10subsection and shall be equivalent to the least restrictive
11license issued under section 481A.38. The owner or the tenant
12need not reside on the farm unit to qualify for a free license
13to hunt on that farm unit. The free turkey hunting licenses
14issued pursuant to this paragraph shall be valid and may be
15used during any bow or firearm established turkey hunting
16season using the method of take authorized by rule for each
17season being hunted. If a tag is filled during one of the
18seasons, the license will not be valid in subsequent seasons
.
   19c.  Upon written application on forms furnished by the
20department, the department shall issue annually without fee two
21deer hunting licenses, one antlered or any sex deer hunting
22license and one antlerless deer only deer hunting license, to
23the owner of a farm unit or a member of the owner’s family,
24but only a total of two licenses for both, and to the tenant
25of a farm unit or a member of the tenant’s family, but only
26a total of two licenses for both. The deer hunting licenses
27issued shall be valid only for use on the farm unit for which
28the applicant applies pursuant to this paragraph. The owner
29or the tenant need not reside on the farm unit to qualify for
30the free deer hunting licenses to hunt on that farm unit. The
31free deer hunting licenses issued pursuant to this paragraph
32shall be valid and may be used during any bow or firearm
33
 established deer hunting season using the method of take
34authorized by rule for each season being hunted. If a tag is
35filled during one of the seasons, the license will not be valid

. The licenses may be used to harvest
2deer in two different seasons. In addition, a person who
3receives a free deer hunting license pursuant to this paragraph
4shall pay a one dollar fee for each license that shall be used
5and is appropriated for the purpose of deer herd population
6management, including assisting with the cost of processing
7deer donated to the help us stop hunger program administered
8by the commission.
9EXPLANATION
10The inclusion of this explanation does not constitute agreement with
11the explanation’s substance by the members of the general assembly.
   12Current law allows an owner or tenant of a farm unit or
13a member of that person’s family who receives a wild turkey
14license for use on that person’s farm unit to use the license
15during any bow or firearm turkey hunting season. An owner or
16tenant of a farm unit or a member of that person’s family who
17receives a deer hunting license for use on that person’s farm
18unit may use the license during any bow or firearm deer hunting
19season.
   20This bill allows an owner or tenant of a farm unit or a
21member of that person’s family to use on the farm unit a wild
22turkey hunting license during any established turkey hunting
23season and a deer hunting license during any established deer
24hunting season using the method of take authorized by rule for
25the respective season being hunted. A tag filled during one of
26the seasons will not be valid in subsequent seasons.
