4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  NEW SECTION.  99G.9B  Limited series of lottery
2games to benefit persons with multiple sclerosis.
   3The chief executive officer, in consultation with the
4board, shall develop and conduct one instant scratch and
5one pull-tab lottery game annually to provide moneys for
6the benefit of persons with multiple sclerosis. The moneys
7received from the sale of tickets for each of the lottery games
8shall be deposited in a special account in the lottery fund.
9Notwithstanding section 99G.39, after payment of the prizes,
10the remaining moneys shall be transferred to the multiple
11sclerosis support fund established pursuant to section 135.23.
12   Sec. 2.  NEW SECTION.  135.23  Multiple sclerosis support
13fund.
  
   141.  A multiple sclerosis support fund is created in the state
15treasury under the control of the department. The fund shall
16consist of all moneys transferred or appropriated to the fund.
   172.  Moneys in the fund are appropriated to the department
18to be used for the purpose of providing financial assistance
19to organizations in this state that support and assist persons
20with multiple sclerosis or provide funding for research
21relating to multiple sclerosis.
   223.  Moneys in the multiple sclerosis support fund are not
23subject to section 8.33. Notwithstanding section 12C.7,
24subsection 2, interest or earnings on moneys in the multiple
25sclerosis support fund shall be credited to the fund.
26EXPLANATION
27The inclusion of this explanation does not constitute agreement with
28the explanation’s substance by the members of the general assembly.
   29This bill provides that the chief executive officer of
30the lottery authority shall develop and conduct one instant
31scratch and one pull-tab lottery game annually for the benefit
32of persons with multiple sclerosis. Moneys received from
33the games, less prizes, shall be transferred to the multiple
34sclerosis support fund.
   35The bill establishes the multiple sclerosis support fund
-1-1under the control of the department of public health and
2provides that moneys in the fund shall be used for providing
3financial assistance to organizations in this state that
4support and assist persons with multiple sclerosis or provide
5funding for research relating to multiple sclerosis.
