3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  NEW SECTION.  418.10A  Flood mitigation —
2appropriation.
   3There is appropriated from the general fund of the state to
4the department of homeland security and emergency management,
5for the fiscal year beginning July 1, 2019, and for each
6subsequent fiscal year, the amount of four million dollars to
7be deposited in the flood mitigation fund created in section
8418.10.
9EXPLANATION
10The inclusion of this explanation does not constitute agreement with
11the explanation’s substance by the members of the general assembly.
   12GENERAL. This bill appropriates moneys from the general
13fund to the department of homeland security and emergency
14management for deposit in the Iowa flood mitigation fund for
15each fiscal year beginning July 1, 2019.
   16BACKGROUND. A flood mitigation board consisting of nine
17voting members and five ex officio nonvoting members housed
18in the department (Code section 418.5) administers a flood
19mitigation program to assist governmental entities (e.g.,
20cities and counties) undertaking projects which include
21the construction and reconstruction of levees, embankments,
22impounding reservoirs, or conduits determined necessary for the
23protection of property from the effects of floodwaters (Code
24sections 418.1, 418.4, and 418.8). The program is supported
25from moneys in the fund which is also under the control of the
26board. Such moneys are to be used to provide assistance in
27the form of grants, loans, and forgivable loans (Code section
28418.10(3)).
