Point-of-care
testing
and
treatment
for
influenza,

streptococcus
A,
and
COVID-19
as
defined
in
section
686D.2
at
13
the
point
of
interaction
between
a
pharmacist
and
a
patient.

(2)
Point-of-care
testing
at
the
point
of
interaction
15
between
a
pharmacist
and
a
patient
in
response
to
a
public
16
health
emergency.

Collaborative
pharmacy

1.
For
the
purposes
of
this
section:
20
a.
“Collaborative
pharmacy
practice”
means
a
practice
of
21
pharmacy
whereby
a
pharmacist
provides
patient
care
and
drug
22
therapy
management
services
not
otherwise
permitted
to
be
23
performed
by
a
pharmacist
to
patients
under
a
collaborative
24
pharmacy
practice
agreement
with
another
pharmacist
or
25
practitioner
which
defines
the
nature,
scope,
conditions,
and
26
limitations
of
the
patient
care
and
drug
therapy
management
27
services
to
be
provided
by
a
pharmacist
in
order
to
ensure
that
28
a
patient
achieves
the
desired
outcomes.

“Health
benefit
plan”
means
the
same
as
defined
in
30
section
514J.102.

c.
“Health
carrier”
means
the
same
as
defined
in
section

514J.102.

2.
Notwithstanding
any
provision
of
law
to
the
contrary,
a
34
pharmacist
may
engage
in
a
collaborative
pharmacy
practice,
in

accordance
with
rules
adopted
by
the
board
pursuant
to
chapter
1
17A
and
under
a
collaborative
pharmacy
practice
agreement,
to

provide
patient
care
and
drug
therapy
management
services
to

a
patient.

3.
Notwithstanding
any
provision
of
a
health
benefit
plan
5
to
the
contrary,
whenever
a
health
benefit
plan
provides
for
6
payment
or
reimbursement
for
a
service
that
is
within
the
7
lawful
scope
of
practice
of
a
practitioner
or
pharmacist
8
and
the
service
is
provided
by
a
pharmacist
pursuant
to
a
9
collaborative
pharmacy
practice
agreement
under
this
section,
10
the
health
carrier
may
provide
payment
or
reimbursement
for
the
11
service.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with
14
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
relates
to
the
practice
of
pharmacy
including
the
16
prescription
and
administration
of
vaccines
and
collaborative
17
pharmacy
practice.
18
The
bill
adds
immunizations
and
vaccinations
for
COVID-19
19
to
the
treatments
that
may
be
ordered
and
administered
by
a
20
pharmacist
to
patients
ages
18
years
and
older
pursuant
to
21
statewide
protocols
developed
by
the
board
of
pharmacy
in
22
consultation
with
the
department
of
public
health.

The
bill
allows
a
pharmacist
to
order
and
administer
24
point-of-care
testing
and
treatment
for
