S.F. 572 Section 1. Section 135B.3, Code 2025, is amended to read as 1 follows: 2 135B.3 Licensure. 3 1. No A person or governmental unit, acting severally or 4 jointly with any other person or governmental unit shall not 5 establish, conduct, or maintain a hospital or rural emergency 6 hospital in this state without a license. 7 2. A license shall not be issued or renewed under this 8 chapter for an instrumentality of the government of the 9 People’s Republic of China, an individual who is a citizen 10 of the People’s Republic of China, or a business entity in 11 which a majority interest is owned directly or indirectly by 12 an instrumentality of the government of the People’s Republic 13 of China, or an individual who is a citizen of the People’s 14 Republic of China. 15 3. A license shall not be issued or renewed under this 16 chapter for an instrumentality of the government of the Russian 17 Federation, an individual who is a citizen of the Russian 18 Federation, or a business entity in which a majority interest 19 is owned directly or indirectly by an instrumentality of the 20 government of the Russian Federation, or an individual who is a 21 citizen of the Russian Federation. 22 4. A license shall not be issued or renewed under this 23 chapter for an instrumentality of the government of the 24 Democratic People’s Republic of Korea, an individual who is 25 a citizen of the Democratic People’s Republic of Korea, or a 26 business entity in which a majority interest is owned directly 27 or indirectly by an instrumentality of the government of the 28 Democratic People’s Republic of Korea, or an individual who is 29 a citizen of the Democratic People’s Republic of Korea. 30 Sec. 2. Section 135C.6, subsection 1, Code 2025, is amended 31 to read as follows: 32 1. a. A person or governmental unit acting severally or 33 jointly with any other person or governmental unit shall not 34 establish or operate a health care facility in this state 35 -1- SF 572 (2) 91 dg/ko/mb 1/ 2

S.F. 572 without a license for the facility. 1 b. A supported community living service, as defined in 2 section 225C.21 , is not required to be licensed under this 3 chapter , but is subject to approval under section 225C.21 in 4 order to receive public funding. 5 c. A license shall not be issued or renewed under this 6 chapter for an instrumentality of the government of the 7 People’s Republic of China, an individual who is a citizen 8 of the People’s Republic of China, or a business entity in 9 which a majority interest is owned directly or indirectly by 10 an instrumentality of the government of the People’s Republic 11 of China, or an individual who is a citizen of the People’s 12 Republic of China. 13 d. A license shall not be issued or renewed under this 14 chapter for an instrumentality of the government of the Russian 15 Federation, an individual who is a citizen of the Russian 16 Federation, or a business entity in which a majority interest 17 is owned directly or indirectly by an instrumentality of the 18 government of the Russian Federation, or an individual who is a 19 citizen of the Russian Federation. 20 e. A license shall not be issued or renewed under this 21 chapter for an instrumentality of the government of the 22 Democratic People’s Republic of Korea, an individual who is 23 a citizen of the Democratic People’s Republic of Korea, or a 24 business entity in which a majority interest is owned directly 25 or indirectly by an instrumentality of the government of the 26 Democratic People’s Republic of Korea, or an individual who is 27 a citizen of the Democratic People’s Republic of Korea. 28 -2- SF 572 (2) 91 dg/ko/mb 2/ 2
