S.F. 2484 DIVISION I 1 REBUILD IOWA INFRASTRUCTURE FUND 2 Section 1. REBUILD IOWA INFRASTRUCTURE FUND —— 3 APPROPRIATIONS. There is appropriated from the rebuild Iowa 4 infrastructure fund created in section 8.57 to the following 5 state entities for the following fiscal years, the following 6 amounts, or so much thereof as is necessary, to be used for the 7 purposes designated: 8 1. DEPARTMENT OF ADMINISTRATIVE SERVICES 9 a. DEPARTMENT OF AGRICULTURE AND LAND STEWARDSHIP 19 a. (1) For deposit in the water quality initiative fund 20 created in section 466B.45 for purposes of supporting the 21 water quality initiative administered by the division of soil 22 conservation and water quality as provided in section 466B.42 , 23 including salaries, support, maintenance, and miscellaneous 24 purposes, notwithstanding section 8.57, subsection 3 , paragraph 25 “c”: 26 FY 2026-2027: 27 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 8,200,000 28 (2) (a) The moneys appropriated in this lettered 29 paragraph shall be used to support demonstration projects in 30 subwatersheds as designated by the department that are part 31 of high-priority watersheds identified by the water resources 32 coordinating council. 33 (b) The moneys appropriated in this lettered paragraph 34 shall be used to support demonstration projects in watersheds 35 -1- SF 2484 (2) 91 th/ns/mb 1/ 20
S.F. 2484 generally, including regional watersheds, as designated by the 1 division, and high-priority watersheds identified by the water 2 resources coordinating council. 3 (3) In supporting projects in watersheds and subwatersheds 4 as provided in subparagraph (2), all of the following apply: 5 (a) The demonstration projects must utilize water quality 6 practices as described in the latest revision of the document 7 entitled “Iowa Nutrient Reduction Strategy” initially presented 8 in November 2012 by the department of agriculture and land 9 stewardship, the department of natural resources, and Iowa 10 state university of science and technology. 11 (b) The division shall implement demonstration projects 12 as provided in subparagraph division (a) by providing 13 for participation by persons who hold a legal interest 14 in agricultural land used in farming. To every extent 15 practicable, the division shall provide for collaborative 16 participation by such persons who hold a legal interest in 17 agricultural land located within the same subwatershed. 18 (c) The division shall implement demonstration projects on 19 a cost-share basis as determined by the division. Except for 20 edge-of-field practices, the state’s share of the amount shall 21 not exceed 50 percent of the estimated cost of establishing the 22 practice as determined by the division or 50 percent of the 23 actual cost of establishing the practice, whichever is less. 24 (d) The demonstration projects shall be used to educate 25 other persons about the feasibility and value of establishing 26 similar water quality practices. The division shall promote 27 field day events for purposes of allowing interested persons to 28 establish water quality practices on such persons’ agricultural 29 land. 30 (e) The division shall conduct water quality evaluations 31 within supported subwatersheds. Within a reasonable period 32 after accumulating information from such evaluations, the 33 division shall create an aggregated database of water quality 34 practices. S.F. 2484 legal interest in agricultural land or specific agricultural 1 land shall be a confidential record. 2 (4) The moneys appropriated in this lettered paragraph 3 shall be used to support education and outreach in a manner 4 that encourages persons who hold a legal interest in 5 agricultural land used for farming to implement water quality 6 practices, including the establishment of such practices in 7 watersheds generally, and not limited to subwatersheds or 8 high-priority watersheds. 9 (5) The moneys appropriated in this lettered paragraph 10 may be used to contract with persons to coordinate the 11 implementation of efforts provided in this lettered paragraph. 12 (6) The moneys appropriated in this lettered paragraph 13 may be used by the department to support urban soil and water 14 conservation efforts, which may include but are not limited 15 to management practices related to bioretention, landscaping, 16 the use of permeable or pervious pavement, and soil quality 17 restoration. The moneys shall be allocated on a cost-share 18 basis as provided in chapter 161A . 19 (7) Notwithstanding any other provision of law to the 20 contrary, the department may use moneys appropriated in this 21 lettered paragraph to carry out the provisions of this lettered 22 paragraph on a cost-share basis in combination with other 23 moneys available to the department from a state or federal 24 source. 25 (8) Not more than 10 percent of the moneys appropriated in 26 this lettered paragraph may be used for costs of administration 27 and implementation of the water quality initiative administered 28 by the division. 29 b. REVERSION. For purposes of section 8.33, unless 16 specifically provided otherwise, unencumbered or unobligated 17 moneys from an appropriation made in this division of this Act 18 shall not revert but shall remain available for expenditure for 19 the purposes designated until the close of the fiscal year that 20 ends two years after the end of the fiscal year for which the 21 appropriation is made. However, if the project or projects for 22 which such appropriation was made are completed in an earlier 23 fiscal year, unencumbered or unobligated moneys shall revert at 24 the close of that same fiscal year. 25 Sec. 3. Section 2.12B, subsection 2, Code 2026, is amended 26 to read as follows: 27 2. Section 8.57C, subsection 3, Code 2026, is amended 12 to read as follows: 13 3. a. There is appropriated from the general fund of 14 the state to the technology reinvestment fund for the fiscal 15 year beginning July 1, 2026 2027 , and for each fiscal year 16 thereafter, the sum of seventeen million five hundred thousand 17 dollars. 18 b. There is appropriated from the rebuild Iowa 19 infrastructure fund for the fiscal year beginning July 1, 20 2025 2026 , and ending June 30, 2026 2027 , the sum of eighteen 21 million two hundred sixty-nine thousand two hundred seventeen 22 twenty-six million three hundred fourteen thousand three 23 hundred fifteen dollars to the technology reinvestment fund, 24 notwithstanding section 8.57, subsection 3 , paragraph “c” . 25 DIVISION III 26 CHANGES TO PRIOR APPROPRIATIONS 27 Sec. 8. 2023 Iowa Acts, chapter 118, section 2, is amended 28 to read as follows: 29 SEC. 2. REVERSION. 30 1. For purposes of section 8.33 , unless specifically 31 provided in subsection 2 or otherwise, unencumbered or 32 unobligated moneys from an appropriation made in this division 33 of this Act shall not revert but shall remain available for 34 expenditure for the purposes designated until the close of 35 -13- SF 2484 (2) 91 th/ns/mb 13/ 20

However, 2 if the project or projects for which such appropriation was 3 made are completed in an earlier fiscal year, unencumbered 4 or unobligated moneys shall revert at the close of that same 5 fiscal year. 6 2. For purposes of section 8.33, unencumbered or 7 unobligated moneys from an appropriation made in section 1, 8 subsection 12, paragraph “f”, of this 2023 Iowa Act shall not 9 revert but shall remain available for expenditure for the 10 purposes designated until December 31, 2026. 11 Sec. 9. 2024 Iowa Acts, chapter 1155, section 1, subsection 12 1, paragraph b, subparagraph (1), as amended by 2025 Iowa Acts, 13 chapter 167, section 14, is amended to read as follows: 14 (1) Of the amount appropriated in this paragraph, the 15 department of administrative services shall allocate and use 16 the moneys necessary to improve and repair the steps on the 17 west side of the exterior of the capitol building and for 18 projects on the east side of the exterior of the capitol 19 building, as directed by the legislative branch, by the close 20 of the fiscal year that begins July 1, 2025 October 31, 2026 . 21 Sec. 10. 2024 Iowa Acts, chapter 1155, section 2, is amended 22 to read as follows: 23 SEC. 2. REVERSION. 24 1. For purposes of section 8.33, unencumbered or 1 unobligated moneys from an appropriation made for the fiscal 2 year beginning July 1, 2024, in section 1, subsection 5, 3 paragraph “e”, of this 2024 Iowa Act shall not revert but shall 4 remain available for expenditure for the purposes designated 5 until the close of the fiscal year that ends three years after 6 the end of the fiscal year for which the appropriation was 7 made, or until the project for which the appropriation was made 8 is completed, whichever is earlier. 9 Sec. 11. EFFECTIVE DATE. This division of this Act, being 10 deemed of immediate importance, takes effect upon enactment. 11 DIVISION IV 12 RENEWABLE FUEL INFRASTRUCTURE FUND 13 Sec. 12. STANDING APPROPRIATION —— FY 2026-2027. In 14 lieu of the appropriation provided in section 159A.17, the 15 appropriation for the fiscal year beginning July 1, 2026, and 16 ending June 30, 2027, from the general fund of the state to the 17 renewable fuel infrastructure fund created in section 159A.16 18 for the fiscal year is zero. 19 DIVISION V 20 REGIONAL SPORTS AUTHORITY DISTRICTS —— FINANCIAL ASSISTANCE 21 ELIGIBILITY 22 Sec. 13. Section 15E.321, Code 2026, is amended to read as 23 follows: 24 15E.321 Regional sports authority districts. 25 1. As used in this section , “district” : 26 a. “District” means a regional sports authority district 27 certified under this section . 28 b. “Entity” means an Iowa nonprofit organization established 29 to promote economic development and tourism in an area within 30 the state. 31 2. a. A convention and visitors bureau An entity may 32 apply to the authority for certification of a regional sports 33 authority district which may include more than one city 34 and more than one convention and visitors bureau within the 35 -15- SF 2484 (2) 91 th/ns/mb 15/ 20
S.F. 2484 district and for financial assistance . The authority shall not 1 certify more than ten such districts. 2 b. If more than ten applications are received in any 3 certification year, the The authority shall certify the 4 districts on a competitive basis. In evaluating the 5 applications an application for certification and financial 6 assistance , the authority shall consider the economic impact to 7 the activities proposed in the application provide to the state 8 of the activities proposed in the application , the geographic 9 diversity of the districts applying, the number of unique and 10 innovative activities proposed to be supported by the district, 11 and any other factors the authority deems relevant. 12 3. Each district shall actively promote youth sports, high 13 school athletic activities, the special olympics, and other 14 nonprofessional physical sporting events in the local area. 15 4. Each district may apply for and receive financial 16 assistance under the sports tourism program established by the 17 authority pursuant to section 15F.401 . 18 5. Each district shall be governed by a seven-member board 19 consisting of seven members appointed by the convention and 20 visitors bureau filing the application pursuant to subsection 21 2 . At least three members of the board shall consist of city 22 council members of any cities located in the district. Each 23 board shall be responsible for administering programs designed 24 to promote the activities enumerated in subsection 3 . A 25 district that received financial assistance from the authority 26 for an activity described in an application submitted pursuant 27 to subsection 2 shall submit a comprehensive report to the 28 authority on or before July 31 regarding activities that took 29 place between January 1 and June 30, and on or before January 30 31 for activities that took place between July 1 and December 31 31 of the previous year. The comprehensive report must detail 32 the return on investment, number of first-time visitors to the 33 state, and total number of hotel rooms occupied as a result of 34 the activity. S.F. 2484 if the authority deems it necessary to evaluate an activity. 1 DIVISION VI 2 HEALTH AND HUMAN SERVICES —— INFORMATION TECHNOLOGY 3 Sec. 14. DEPARTMENT OF HEALTH AND HUMAN SERVICES —— 4 LIMITATION ON OBLIGATION OF MONEYS —— INFORMATION TECHNOLOGY 5 MODERNIZATION STUDY COMMITTEE. 6 1. Limitation on obligation of moneys. 7 a. Except as provided in paragraph “b”, and notwithstanding 8 any other provision of law to the contrary, for the fiscal year 9 beginning July 1, 2026, the department of health and human 10 services shall not enter into, amend, or extend a contract, 11 purchase order, interagency agreement, or other financial 12 obligation that will cost more than five million dollars, 13 individually or collectively, or commit the state to multiyear 14 financial obligations. This limitation applies to major 15 information technology system replacement, redevelopment, 16 or modernization, including but not limited to eligibility, 17 benefits administration, child welfare, child support, child 18 care, and Medicaid administration systems. 19 b. Paragraph “a” does not apply to information technology 20 changes that are necessary solely to comply with federal Pub. 21 L. No. 119-21, commonly referred to as the One Big Beautiful 22 Bill Act, or state or federal law enacted to implement a 23 provision of Pub. L. No. 119-21, if such law expressly requires 24 near-term implementation and the changes do not materially 25 advance broader system modernization or system replacement 26 efforts beyond what is minimally required to comply with the 27 applicable law. 28 2. Study committee. 29 a. The department of health and human services, in 30 consultation with the legislative services agency and the 31 department of management, shall establish an information 32 technology modernization study committee on or before August 33 1, 2026, and the study committee shall conduct a comprehensive 34 review of the department of health and human services’ 35 -17- SF 2484 (2) 91 th/ns/mb 17/ 20
S.F. 2484 information technology systems, data architecture, and 1 modernization strategy. 2 b. The study committee must include but is not limited to 3 all of the following members: 4 (1) One or more persons familiar with the information 5 technology division and program division of the department of 6 health and human services, appointed by the director of health 7 and human services. 8 (2) One or more persons from the legislative services 9 agency, appointed by the director of the legislative services 10 agency. 11 (3) One or more persons from the division of information 12 technology of the department of management, appointed by the 13 director of the department of management. 14 c. The study committee must include all of the following ex 15 officio members: 16 (1) Two members of the senate, one appointed by the majority 17 leader of the senate and one appointed by the minority leader 18 of the senate. 19 (2) Two members of the house of representatives, one 20 appointed by the speaker of the house of representatives 21 and one appointed by the minority leader of the house of 22 representatives. 23 d. The committee may invite other persons to participate 24 in committee meetings, including but not limited to persons 25 from private sector firms, academic experts, and subject matter 26 experts with demonstrated experience in large-scale system 27 integration, data governance, fraud detection, and artificial 28 intelligence-enabled platforms. 29 e. The study committee shall examine all major information 30 technology systems currently used by the department of health 31 and human services, including legacy systems and recently 32 implemented platforms, and shall do all of the following: 33 (1) Identify redundancies, fragmentations, and 34 interoperability gaps among systems. 35 -18- SF 2484 (2) 91 th/ns/mb 18/ 20
S.F. 2484 (2) Assess the department’s current ability to integrate 1 data across programs and databases to detect errors, waste, 2 fraud, and abuse. 3 (3) Evaluate options for developing or procuring a unified 4 integrated architecture system capable of securely linking 5 program databases and supporting advanced analytics and 6 automation. 7 (4) Consider existing vendors supporting the department’s 8 current systems and alternative solutions offered by firms and 9 experts specializing in modern, artificial intelligence-first, 10 or cloud-native system design. 11 (5) Identify governance, procurement, and oversight 12 structures necessary to ensure cost control, transparency, and 13 long-term sustainability. 14 f. The study committee shall prioritize identifying a 15 long-term solution that integrates department of health and 16 human services databases across programs and enables timely 17 detection of eligibility errors, improper payments, and 18 fraudulent activity while reducing duplicative administrative 19 processes. 20 g. The department of health and human services shall submit 21 a report to the general assembly and the governor on or before 22 January 1, 2027. The report must include the study committee’s 23 findings, recommended statutory or budgetary changes, estimated 24 costs and timelines, and options for phased implementation. 25 3. Repeal. This section is repealed July 1, 2027. 26 DIVISION VII 27 RAILWAY TRACKS OVERPASS AND UNDERPASS FUND 28 Sec. 15. NEW SECTION . 307.19 Railway tracks overpass and 29 underpass fund. 30 1. A railway tracks overpass and underpass fund is created 31 in the state treasury under the control of the department. The 32 fund shall consist of all moneys appropriated to the fund. 33 2. Moneys in the fund are appropriated to the department 34 to distribute in the form of grants to cities and counties 35 -19- SF 2484 (2) 91 th/ns/mb 19/ 20
S.F. 2484 to assist with the construction of highway overpasses and 1 underpasses across railway tracks. 2 3. Notwithstanding section 12C.7, subsection 2, interest 3 or earnings on moneys deposited in the fund shall be credited 4 to the fund. Notwithstanding section 8.33, moneys in the fund 5 shall not revert at the close of a fiscal year. 6 DIVISION VIII 7 ECONOMIC DEVELOPMENT —— FINANCIAL ASSISTANCE 8 Sec. 16. Section 15G.104, subsection 2, Code 2026, is 9 amended to read as follows: 10 2. a. Moneys in the fund are appropriated to the authority 11 for purposes of providing financial assistance under the 12 program. The authority shall not use more than five percent 13 of the moneys in the fund at the beginning of each fiscal year 14 for purposes of administrative costs, technical assistance, and 15 other program support. 16 b. An entity that is awarded financial assistance pursuant 17 to this chapter is not eligible to receive financial assistance 18 under the sports tourism infrastructure program pursuant to 19 chapter 15F, subchapter IV . 20 -20- SF 2484 (2) 91 th/ns/mb 20/ 20
