H.F. 907 Section 1. Section 321.34, Code 2025, is amended by adding 1 the following new subsection: 2 NEW SUBSECTION . 4A. Permanent noncommercial fleet vehicle 3 plates. The department shall, by August 1, 2028, do all of the 4 following: 5 a. Develop and implement a program to allow for a person to 6 register and renew the registration of a noncommercial fleet 7 vehicle. 8 b. Design a special noncommercial fleet vehicle registration 9 plate that indicates a noncommercial vehicle is a fleet 10 vehicle, may be reassigned by the department for a registration 11 year, and is exempt from the annual validation sticker 12 requirements under subsection 2, paragraph “a” . 13 c. Adopt rules pursuant to chapter 17A to administer this 14 subsection. The rules must include eligibility requirements 15 for a noncommercial vehicle to be registered as a fleet 16 vehicle. 17 -1- HF 907 (2) 91 th/ns/md 1/ 1
