Section
1.
NEW
SECTION
.
321.175
Human
trafficking
1
prevention
training
——
commercial
drivers.
2
1.
An
applicant
for
the
initial
issuance
of
a
class
A,
3
B,
or
C
commercial
driver’s
license
must
certify
to
the
4
department
that
the
applicant
successfully
completed
a
course
5
of
instruction
regarding
human
trafficking
prevention.
6
2.
A
course
of
instruction
regarding
human
trafficking
7
prevention
must
last
at
least
thirty
minutes
and
include
8
training
based
on
the
department’s
approved
human
trafficking
9
prevention
training
materials.
The
course
must
be
offered
in
10
the
English
language.

3.
The
department
shall
approve,
in
cooperation
with
the
12
department
of
education
and
the
state
board
of
education,
13
human
trafficking
prevention
training
materials
regarding
the
14
recognition,
prevention,
and
reporting
of
human
trafficking.
15
The
departments
may
collaborate
with
other
entities
that
16
specialize
in
and
produce
training
materials
regarding
the
17
recognition,
prevention,
and
reporting
of
human
trafficking
18
particularly
for
persons
who
operate
commercial
motor
vehicles.
19
The
departments
shall
make
the
approved
human
trafficking
20
prevention
training
materials
available
to
the
public.
The
21
departments
shall
review
and
update
the
departments’
approved
22
human
trafficking
prevention
training
materials
to
account
for
23
changes
and
trends
in
human
trafficking
at
least
once
every
24
three
years.

The
department
may
adopt
rules
pursuant
to
chapter
17A
to
26
administer
this
section.

Sec.
2.
Section
321.188,
subsection
1,
Code
2026,
is
amended
28
by
adding
the
following
new
paragraph:

PARAGRAPH
.
h.
For
a
person
applying
for
the
30
initial
issuance
of
a
class
A,
B,
or
C
commercial
driver’s
31
license,
certify
that
the
applicant
has
completed
a
course
32
of
instruction
regarding
human
trafficking
prevention
in
33
accordance
with
section
321.175.
34
Sec.
3.
APPLICABILITY.
This
Act
applies
on
and
after
March
35

1,
2027,
or
the
date
the
department
of
transportation
submits
1
to
the
Iowa
administrative
code
editor
for
publication
in
the
2
Iowa
administrative
bulletin
a
statement
by
the
director
of
3
transportation
that
the
applicable
phase
of
the
department
of
4
transportation’s
new
records
system
is
implemented,
whichever
5
is
earlier.
The
department
shall
also
forward
a
copy
of
the
6
statement
to
the
Iowa
Code
editor.
