Of the full-time equivalent positions authorized 24 in subsection 1, 2.00 full-time equivalent positions shall be 25 used to hire additional meat and poultry inspectors and fuel 26 inspectors. 27 4. The department shall submit a report each quarter of 28 the fiscal year to the general assembly and the department 29 of management. The report shall describe in detail the 30 expenditure of moneys appropriated in this section to support 31 the department’s administration, regulation, and programs. 32 DESIGNATED APPROPRIATIONS FROM MISCELLANEOUS FUNDS 33 Sec. 2. FARMERS WITH DISABILITIES PROGRAM 5 a. For purposes of supporting a program for farmers with 6 disabilities: 7 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 230,000 8 b. The moneys appropriated in this subsection shall be 9 used for the public purpose of providing a grant to a national 10 nonprofit organization with over 80 years of experience in 11 assisting children and adults with disabilities and special 12 needs. The moneys shall be used to support a nationally 13 recognized program that began in 1986 and has been replicated 14 in at least 30 other states, but is not available through 15 any other entity in this state, and that provides assistance 16 to farmers with disabilities in all 99 counties to allow the 17 farmers to remain in their own homes and be gainfully engaged 18 in farming through provision of agricultural worksite and home 19 modification consultations, peer support services, services 20 to families, information and referral, and equipment loan 21 services. 22 c. Notwithstanding section 8.33 , moneys appropriated in 23 this subsection that remain unencumbered or unobligated at the 24 close of the fiscal year shall not revert but shall remain 25 available for expenditure for the purposes designated until the 26 close of the succeeding fiscal year. 27 6. LOESS HILLS DEVELOPMENT AND CONSERVATION FUND 28 a. For deposit in the loess hills development and 29 conservation fund created pursuant to section 161D.2 : 30 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 400,000 31 b. (1) Of the amount appropriated to the loess hills 32 development and conservation fund in this subsection, $360,000 33 shall be allocated to the fund’s hungry canyons account. 34 (2) Not more than 10 percent of the moneys allocated to the 35 -4- SF 558 (2) 90 js/ns/mb 4/ 21
S.F. 558 fund’s hungry canyons account as provided in this paragraph may 1 be used for administrative costs. 2 c. (1) Of the amount appropriated to the loess hills 3 development and conservation fund in this subsection, $40,000 4 shall be allocated to the fund’s loess hills alliance account. 5 (2) Not more than 10 percent of the moneys allocated to 6 the fund’s loess hills alliance account as provided in this 7 paragraph may be used for administrative costs. 8 7. SOUTHERN IOWA DEVELOPMENT AND CONSERVATION FUND 9 a. The department shall submit a report each quarter of 28 the fiscal year to the general assembly and the department 29 of management. The report shall describe in detail the 30 expenditure of moneys appropriated under this section to 31 support the department’s administration, regulation, and 32 programs. 33 Sec. 6. STATE FISH AND GAME PROTECTION FUND —— REGULATION 34 AND ADVANCEMENT OF OUTDOOR ACTIVITIES. 35 -6- SF 558 (2) 90 js/ns/mb 6/ 21

There is appropriated from the state fish and game 1 protection fund created pursuant to section 456A.17 to the 2 department of natural resources for the fiscal year beginning 3 July 1, 2023, and ending June 30, 2024, the following amount, 4 or so much thereof as is necessary, to be used for the purposes 5 designated: 6 For purposes of supporting the regulation or advancement of 7 hunting, fishing, or trapping, or the protection, propagation, 8 restoration, management, or harvest of fish or wildlife, 9 including for administration, regulation, law enforcement, and 10 programs; and for salaries, support, maintenance, equipment, 11 and miscellaneous purposes: 12 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 48,397,337 13 2. Notwithstanding section 455A.10 , the department may use 14 the unappropriated balance remaining in the state fish and game 15 protection fund to provide for the funding of health and life 16 insurance premium payments from unused sick leave balances of 17 conservation peace officers employed in a protection occupation 18 who retire, pursuant to section 97B.49B . 19 3. Notwithstanding section 455A.10 , the department may 20 use the unappropriated balance remaining in the state fish 21 and game protection fund for the fiscal year beginning July 22 1, 2023, and ending June 30, 2024, as is necessary to fund 23 salary adjustments for departmental employees for which the 24 general assembly has made an operating budget appropriation in 25 subsection 1. 26 Sec. 7. GROUNDWATER PROTECTION FUND —— WATER QUALITY. There 27 is appropriated from the groundwater protection fund created 28 in section 455E.11 to the department of natural resources for 29 the fiscal year beginning July 1, 2023, and ending June 30, 30 2024, from those moneys that are not allocated pursuant to 31 that section, the following amount, or so much thereof as is 32 necessary, to be used for the purposes designated: 33 For purposes of supporting the department’s protection 34 of the state’s groundwater, including for administration, 35 -7- SF 558 (2) 90 js/ns/mb 7/ 21

Section 455E.11, subsection 2, paragraph b, 4 subparagraph (2), subparagraph division (a), Code 2023, is 5 amended to read as follows: 6 (a) Thirty-five percent is appropriated annually to the 7 Iowa nutrient research fund created in section 466B.46 . Of the 8 moneys appropriated pursuant to this subparagraph division, 9 five hundred thousand dollars or one-third of the moneys 10 appropriated, whichever is higher, shall be deposited in the 11 water quality initiative fund created in section 466B.45 12 for purposes of supporting the water quality initiative 13 administered by the division of soil conservation and water 14 quality as provided in section 466B.42. 15 Sec. 9. Iowa state university of science and technology 18 shall not reduce the amount that it allocates to support the 19 college of veterinary medicine from any other source due to the 20 appropriation made in this section. 21 b. Paragraph “a” does not apply to a reduction made to 22 support the college of veterinary medicine, if the same 23 percentage of reduction imposed on the college of veterinary 24 medicine is also imposed on all of Iowa state university of 25 science and technology’s budget units. 26 3. If by June 30, 2024, Iowa state university of science and 27 technology fails to allocate the moneys appropriated in this 28 section to the college of veterinary medicine in accordance 29 with this section, the moneys appropriated in this section for 30 that fiscal year shall revert to the general fund of the state. 31 Sec. 14. LIVESTOCK DISEASE RESEARCH. 32 1. There is appropriated from the general fund of the state 33 to Iowa state university of science and technology for the 34 fiscal year beginning July 1, 2023, and ending June 30, 2024, 35 -10- SF 558 (2) 90 js/ns/mb 10/ 21

IOWA NUTRIENT REDUCTION FUND —— VETERINARY 11 DIAGNOSTIC LABORATORY. IOWA’S CENTER FOR AGRICULTURAL SAFETY AND HEALTH 25 (I-CASH). 26 1. There is appropriated from the general fund of the state 27 to the state university of Iowa for the fiscal year beginning 28 July 1, 2023, and ending June 30, 2024, the following amount, 29 or so much thereof as is necessary, to be used for the purposes 30 designated: 31 For supporting the operations of Iowa’s center for 32 agricultural safety and health, as part of the university’s 33 college of public health, and in cooperation with the 34 department of agriculture and land stewardship, to anticipate, 35 -11- SF 558 (2) 90 js/ns/mb 11/ 21

As a condition of the appropriation made in 4 subsection 1, the state university of Iowa shall retain the 5 director of Iowa’s center for agricultural safety and health 6 employed on the effective date of this division of this Act for 7 at least the same number of hours for the fiscal year beginning 8 July 1, 2023, as worked by the director during the fiscal year 9 beginning July 1, 2022. 10 b. As a condition of the appropriation made in subsection 11 1, the state university of Iowa shall not reduce the amount 12 allocated to support Iowa’s center for agricultural safety and 13 health from any other source due to the appropriation made in 14 subsection 1. 15 3. If by June 30, 2024, the state university of Iowa fails 16 to use the moneys appropriated in subsection 1 in accordance 17 with the purposes and conditions of subsections 1 and 2, any 18 unencumbered or unobligated moneys appropriated in subsection 19 1 for the fiscal year beginning July 1, 2023, and ending June 20 30, 2024, shall revert to the general fund of the state. In 21 addition, if moneys revert as required pursuant to section 22 8.33 , the state university of Iowa shall transfer to the 23 general fund of the state from any otherwise unencumbered or 24 unobligated moneys from any other general fund appropriation or 25 from any moneys available from other funding sources an amount 26 equal to the amount appropriated in subsection 1 less any 27 amount that reverted to the general fund of the state pursuant 28 to section 8.33 . 29 DIVISION V 30 ENVIRONMENT FIRST FUND 31 GENERAL APPROPRIATIONS 32 Sec. 17. The allocation of moneys as financial incentives as 8 provided in section 161A.73 may be used in combination with 9 moneys allocated by the department of natural resources. 10 i. Notwithstanding section 8.33 , moneys appropriated for 24 the fiscal year beginning July 1, 2023, in this division of 25 this Act to the department of agriculture and land stewardship 26 to provide financial assistance for the establishment of 27 permanent soil and water conservation practices that remain 28 unencumbered or unobligated at the close of the fiscal year 29 shall not revert but shall remain available for expenditure 30 for the purposes designated until the close of the fiscal year 31 beginning July 1, 2026. 32 2. Subsection 1 does not apply to moneys transferred 33 pursuant to this division of this Act to the loess hills 34 development and conservation fund created in section 161D.2 , 35 -17- SF 558 (2) 90 js/ns/mb 17/ 21

WATER QUALITY INITIATIVE —— DEPARTMENT OF 5 AGRICULTURE AND LAND STEWARDSHIP. 6 1. There is appropriated from the environment first fund 7 created in section 8.57A to the department of agriculture 8 and land stewardship for the fiscal year beginning July 1, 9 2023, and ending June 30, 2024, the following amount, or so 10 much thereof as is necessary, to be used for the purposes 11 designated: 12 For deposit in the water quality initiative fund created in 13 section 466B.45 , for purposes of supporting the water quality 14 initiative administered by the division of soil conservation 15 and water quality as provided in section 466B.42 , including 16 salaries, support, maintenance, and miscellaneous purposes: 17 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 2,375,000 18 2. a. The moneys appropriated in subsection 1 shall be 19 used to support projects in subwatersheds as designated by the 20 division that are part of high-priority watersheds identified 21 by the water resources coordinating council established 22 pursuant to section 466B.3 . 23 b. The moneys appropriated in subsection 1 shall be used to 24 support projects in watersheds generally, including regional 25 watersheds, as designated by the division and high-priority 26 watersheds identified by the water resources coordinating 27 council established pursuant to section 466B.3 . 28 3. In supporting projects in subwatersheds and watersheds 29 as provided in subsection 2, all of the following apply: 30 a. The demonstration projects shall utilize water quality 31 practices as described in the Iowa nutrient reduction strategy 32 as defined in section 455B.171 . 33 b. The division shall implement demonstration projects as 34 provided in paragraph “a” by providing for participation by 35 -18- SF 558 (2) 90 js/ns/mb 18/ 21
S.F. 558 persons who hold a legal interest in agricultural land used in 1 farming. To every extent practical, the division shall provide 2 for collaborative participation by such persons who hold a 3 legal interest in agricultural land located within the same 4 subwatershed. 5 c. The division shall implement a demonstration project on 6 a cost-share basis as determined by the division. However, 7 except for edge-of-field practices, the state’s share of the 8 amount shall not exceed 50 percent of the estimated cost of 9 establishing the practice as determined by the division or 10 50 percent of the actual cost of establishing the practice, 11 whichever is less. 12 d. The demonstration projects shall be used to educate other 13 persons about the feasibility and value of establishing similar 14 water quality practices. The division shall promote field day 15 events for purposes of allowing interested persons to establish 16 water quality practices on their agricultural land. 17 e. The division shall conduct water quality evaluations 18 within supported subwatersheds. Within a reasonable period 19 after accumulating information from such evaluations, the 20 division shall create an aggregated database of water quality 21 practices. Any information identifying a person holding a 22 legal interest in agricultural land or specific agricultural 23 land shall be a confidential record under section 22.7 . 24 4. The moneys appropriated in subsection 1 shall be used 25 to support education and outreach in a manner that encourages 26 persons who hold a legal interest in agricultural land used for 27 farming to implement water quality practices, including the 28 establishment of such practices in watersheds generally, and 29 not limited to subwatersheds or high-priority watersheds. 30 5. The moneys appropriated in subsection 1 may be used 31 to contract with persons to coordinate the implementation of 32 efforts provided in this section. 33 6. The moneys appropriated in subsection 1 may be used by 34 the department to support urban soil and water conservation 35 -19- SF 558 (2) 90 js/ns/mb 19/ 21
S.F. 558 efforts, which may include but are not limited to management 1 practices related to bioretention, landscaping, the use of 2 permeable or pervious pavement, and soil quality restoration. 3 The moneys shall be allocated on a cost-share basis as provided 4 in chapter 161A . 5 7. Notwithstanding any other provision of law to the 6 contrary, the department may use moneys appropriated in 7 subsection 1 to carry out the provisions of this section on a 8 cost-share basis in combination with other moneys available to 9 the department from a state or federal source. 10 8. Not more than 10 percent of the moneys appropriated in 11 this section may be used to pay for the costs of administering 12 and implementing the water quality initiative by the 13 department’s division of soil conservation and water quality as 14 provided in section 466B.42 and this section. 15 DIVISION VII 16 IOWA RESOURCES ENHANCEMENT AND PROTECTION —— OPEN SPACES 17 Sec. 23. REAP —— IN LIEU OF GENERAL FUND APPROPRIATION. In 18 lieu of the standing appropriation in section 455A.18 , there is 19 appropriated from the environment first fund created in section 20 8.57A to the Iowa resources enhancement and protection fund 21 for the fiscal year beginning July 1, 2023, and ending June 22 30, 2024, the following amount, to be allocated as provided in 23 section 455A.19 : 24 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 12,000,000 25 Sec. 24.
