S.F. 2285 Section 1. Section 135.16A, subsection 2, paragraph b, Code 1 2024, is amended to read as follows: 2 b. If necessary to implement, administer, and enforce this 3 section , the department, in cooperation with the department 4 of agriculture and land stewardship, shall submit a request 5 to the United States department of agriculture for a waiver 6 or other exception from regulations as deemed feasible by the 7 department. The department shall regularly report the status 8 of such request to the legislative services agency. 9 Sec. 2. Section 135.181, subsection 4, Code 2024, is amended 10 by striking the subsection. 11 Sec. 3. Section 139A.26, subsection 5, Code 2024, is amended 12 to read as follows: 13 5. The department shall adopt rules for administration of 14 this section . The department shall review the requirements 15 of this section at least every five years, and shall submit 16 its recommendations for modification to, or continuation of, 17 this section based upon new information about the disease 18 or vaccination against the disease in a report that shall 19 be submitted to the general assembly no later than January 20 15, 2010, with subsequent reports developed and submitted by 21 January 15 at least every fifth year thereafter. 22 Sec. 4. Section 217.21, Code 2024, is amended by striking 23 the section and inserting in lieu thereof the following: 24 217.21 Annual report. 25 The department shall annually report no later than October 1 26 on the period ending with the June 30 preceding, pursuant to 27 section 217.22, itemized departmental expenditures concerning 28 each program under the department’s administration and 29 adequate and complete statistical reports for the state as 30 a whole concerning all payments made under the department’s 31 administration. 32 Sec. 5. NEW SECTION . 217.22 Publicly available reportable 33 information. 34 The department shall make reportable information and 35 -1- SF 2285 (6) 90 pf/ko/mb 1/ 3
S.F. 2285 data publicly available in the most cost-efficient manner 1 including but not limited to through utilization of modernized, 2 interactive displays found on the department’s internet 3 site. No later than January 1, 2027, any information and data 4 publicly available within a modernized, interactive display 5 shall be downloadable and contain the date and time of the 6 download. 7 Sec. 6. Section 225D.2, subsection 5, paragraph d, Code 8 2024, is amended by striking the paragraph and inserting in 9 lieu thereof the following: 10 d. The department shall report on the program and fund 11 pursuant to section 217.21. 12 Sec. 7. Section 231E.4, subsection 3, paragraph h, Code 13 2024, is amended to read as follows: 14 h. Maintain statistical data on the local offices including 15 various methods of funding, the types of services provided, and 16 the demographics of the wards and clients, and report pursuant 17 to the general assembly on or before November 1, annually, 18 regarding the local offices and recommend any appropriate 19 legislative action section 217.22 . 20 Sec. 8. Section 235A.23, Code 2024, is amended to read as 21 follows: 22 235A.23 Reports. 23 1. The department may compile statistics, conduct research, 24 and issue reports on child abuse, provided identifying details 25 of the subject of child abuse reports are deleted from any 26 report issued pursuant to section 217.22 . 27 2. The department shall issue an annual report on its 28 administrative operation, including information as to the 29 number of requests for child abuse data, the proportion of 30 requests attributable to each type of authorized access, the 31 frequency and nature of irregularities, and other pertinent 32 matters. 33 Sec. 9. Section 235B.13, Code 2024, is amended to read as 34 follows: 35 -2- SF 2285 (6) 90 pf/ko/mb 2/ 3
S.F. 2285 235B.13 Registry reports. 1 1. The registry may compile statistics, conduct research, 2 and issue reports on dependent adult abuse, provided 3 identifying details of the subjects of dependent adult abuse 4 reports are deleted from any report issued , pursuant to section 5 217.22 . 6 2. The registry shall issue an annual report on its 7 administrative operation, including information as to the 8 number of requests for dependent adult abuse data, the 9 proportion of requests attributable to each type of authorized 10 access, the frequency and nature of irregularities, and other 11 pertinent matters. 12 Sec. 10. Section 249A.4, subsection 1, Code 2024, is amended 13 to read as follows: 14 1. Determine the greatest amount, duration, and scope 15 of assistance which may be provided, and the broadest range 16 of eligible individuals to whom assistance may effectively 17 be provided, under this chapter within the limitations of 18 available funds. In so doing, the director shall at least 19 every six months evaluate the scope of the program currently 20 being provided under this chapter , project the probable cost 21 of continuing a like program, and compare the probable cost 22 with the remaining balance of the state appropriation made for 23 payment of assistance under this chapter during the current 24 appropriation period. After each evaluation of the scope of 25 the program, the director shall report to the general assembly 26 through the legislative council or in another manner as the 27 general assembly may by resolution direct. 28 Sec. 11. Section 249A.24, subsection 4, Code 2024, is 29 amended by striking the subsection. 30 Sec. 12. REPEAL. Section 142C.17, Code 2024, is repealed. 31 Sec. 13. EFFECTIVE DATE. This Act, being deemed of 32 immediate importance, takes effect upon enactment. 33 Sec. 14. RETROACTIVE APPLICABILITY.
