Moneys
allocated
pursuant
to
this
paragraph
may
be

for
additional
staff
and

the
reimbursement
of
staff.

The
early
childhood
Iowa
state
board
may
reserve
a
portion

of
the
allocation,
not
to
exceed
$88,650,
for
the
technical

assistance
expenses
of
the
early
childhood
Iowa
state
office,

including
the
reimbursement
of
staff,
and
shall
distribute

the
remainder
to
early
childhood
Iowa
areas
for
local
quality

improvement
efforts
through
a
methodology
identified
by
the

childhood
Iowa
state
board
to
make
the
most
productive

funding,

must
be
taken

deadline
date

completion
of
the
prescribed

accreditation
committee
shall
advise

school
district

nonpublic
school
of
available
resources
and
technical
21
assistance
to
improve
areas
of
weakness.
The
school
district
22
or
nonpublic
school
shall
be
provided
with
the
opportunity
23
to
respond
to
the
accreditation
committee’s
report.
The
24
director
shall
review
the
accreditation
committee’s
report
25
and
the
response
of
the
school
district
or
nonpublic
school
26
and
shall
provide
a
report
to
the
state
board
along
with
27
copies
of
the
accreditation
committee’s
report,
the
response
28
to
the
accreditation
committee’s
report,
and
other
pertinent
29
information.
At
the
request
of
the
school
district
or
30
nonpublic
school,
the
school
district
or
nonpublic
school
may
31
appear
before
the
state
board
and
address
the
state
board
32
directly
regarding
any
part
of
the
plan
specified
in
the
33
report.
The
state
board
may
modify
the
plan.
During
the

period
of
time
specified
in
the
plan
for
its
implementation
by

shall

accreditation
team
shall
make
a
report
and

the
state
board.
The

committee
recommendation
shall
specify
whether
the
school

district
or
nonpublic
school
shall
remain
accredited.
For
a

school
district,
the
committee
report
and
recommendation
shall

also
specify
under
what
conditions
the
district
may
remain
11
accredited.
The
conditions
may
include
but
are
not
limited
to
12
providing
temporary
oversight
authority,
operational
authority,
13
or
both
oversight
and
operational
authority
to
the
director
and
14
the
state
board
for
some
or
all
aspects
of
the
school
district
15
in
order
to
bring
the
school
district
into
compliance
with
16
minimum
standards.

The
state
board
shall
review
the
report
and
18
recommendation,
may
request
additional
information,
and
shall
19
determine
whether
the
deficiencies
have
been
corrected.

If
the
deficiencies
have
not
been
corrected,
and
the
21
conditional
accreditation
alternatives
contained
in
the
report
22
are
not
mutually
acceptable
to
the
state
board
and
the
local
23
board,
the
state
board
shall
deaccredit
the
school
district
and

merge
the
territory
of
the
school
district
with
one
or
more
25
contiguous
school
districts
at
the
end
of
the
school
year.
The

state
board
may
place
a
district
under
receivership
for
the
27
remainder
of
the
school
year.
The
receivership
shall
be
under

the
direct
supervision
and
authority
of
the
area
education
29
agency
in
which
the
district
is
located.
The
decision
of

whether
to
deaccredit
the
school
district
or
to
place
the
31
district
under
receivership
shall
be
based
upon
a
determination

by
the
state
board
of
the
best
interests
of
the
students,

parents,
residents
of
the
community,
teachers,
administrators,

and
school
district
board
members
and
upon
the
recommendations

case

a
nonpublic
school,
if
the
deficiencies

state
board
may
deaccredit

nonpublic
school.
The
deaccreditation
shall
take
effect
on
the

date
established
by
the
resolution
of
the
state
board,
which
5
shall
be
no
later
than
the
end
of
the
school
year
in
which
the

nonpublic
school
is
deaccredited.

272.2,
Code
2021,

amended

adding
the

for

costs

hearings

the

conduct

ethics,
developed
pursuant

to
subsection
1,
for
which
final
board
action
results
in
a

sanction
against
the
administrator.

amended
by
adding
the

fees
established

the
board

subsection

may
include
a
fee
for
personal
service
by

sheriff,

legal
notice
when
placed
in
a
newspaper,
transcription
service

or
court
reporter
fee,
and
other
fees
assessed
as
costs
by

the
board.
The
fees
collected
annually
in
accordance
with
25
this
subsection
shall
be
retained
by
and
are
appropriated
to
26
the
board
for
the
purposes
related
to
the
board’s
duties.

Notwithstanding
section
8.33,
fees
retained
by
and
appropriated
28
to
the
board
pursuant
to
this
subsection
that
remain
29
unencumbered
or
unobligated
at
the
close
of
the
fiscal
year
30
shall
not
revert
but
shall
remain
available
for
expenditure
for
31
the
activities
of
the
board
as
provided
in
this
chapter
until
32
the
close
of
the
succeeding
fiscal
year.

policies

in

order

policy
shall
govern
the
conduct
of
students,

teachers
and
other
school
personnel,
and
visitors;
provide

opportunities
for
students
to
exercise
self-discipline

and
practice
cooperative
classroom
behavior;
and
encourage

students
and
practitioners
to
model
fairness,
equity,
and

respect.
The
policy
shall
specify
the
responsibilities
of

students,
parents
and
guardians,
and
practitioners
in
creating

an
atmosphere
where
all
individuals
feel
a
sense

respect,

belonging,
and
shall
set
forth
the
consequences
for

unacceptable
