H.F. 532 Section 1. QUALIFIED INSTRUCTION FUNDING SUPPLEMENT FOR FY 1 2020-2021 —— APPROPRIATION. 2 1. a. For the school budget year beginning July 1, 3 2020, and ending June 30, 2021, each public school district 4 shall receive a qualified instruction funding supplement. 5 The supplement shall be in an amount calculated by the 6 department of management equal to the percentage of the amount 7 appropriated under subsection 4 that is proportionate to the 8 school district’s total in-person instruction days as a share 9 of the statewide total in-person instruction days. 10 b. For purposes of this section: 11 (1) “Total in-person instruction days” means the sum of the 12 number of school days the school district offered in-person 13 instruction within the school district between July 1, 2020, 14 and January 29, 2021, multiplied by the actual enrollment 15 of the school district, as determined under section 257.6, 16 subsection 1, for the budget year beginning July 1, 2020. Each 17 school day for which the school district offered in-person 18 instruction to all students within the school district for six 19 or more hours shall be counted as one school day. Each school 20 day for which the school district offered in-person instruction 21 to all students within the school district for three or more 22 hours but less than six hours shall be counted as one-half of 23 a school day. Each school day for which the school district 24 offered in-person instruction to one-half or more but less 25 than all students for six or more hours shall be counted as 26 one-half of a school day. For purposes of determining a school 27 district’s total in-person instruction days, and subject to the 28 instructional hour requirements of this subparagraph, students 29 who were offered instruction primarily through remote learning 30 or hybrid learning for school days between August 10, 2020, and 31 January 29, 2021, as the direct result of damage to a school 32 attendance center caused by severe weather on or about August 33 10, 2020, for which a proclamation of disaster emergency was 34 issued by the governor, shall be considered as being offered 35 -1- HF 532 (2) 89 md/jh/md 1/ 3
H.F. 532 in-person instruction by the school district. In addition, if 1 a school district was unable to provide in-person instruction, 2 remote learning, or hybrid learning on a school day between 3 August 10, 2020, and January 29, 2021, as the direct result of 4 damage to a school attendance center caused by severe weather 5 on or about August 10, 2020, for which a proclamation of 6 disaster emergency was issued by the governor, and that day was 7 previously scheduled as an instructional day as part of the 8 school district’s calendar approved by the school district’s 9 board of directors, then that day of missed instruction shall 10 be considered one day of in-person instruction by the school 11 district for purposes of determining a school district’s total 12 in-person instruction days. 13 (2) “Statewide total in-person instruction days” means the 14 sum of each amount determined under subparagraph (1) for all 15 public school districts in the state. 16 2. The qualified instruction funding supplement shall be 17 miscellaneous income, shall be deposited in the general fund of 18 the school district, may be used for any school general fund 19 purpose during any school budget year beginning on or after 20 July 1, 2020, and shall not be included in district cost. 21 3. The qualified instruction funding supplement shall be 22 paid at the same time and in the same manner as foundation 23 aid is paid under section 257.16, and may be included in the 24 remaining monthly payments of state aid under section 257.16, 25 subsection 2, for the budget year beginning July 1, 2020. 26 4. There is appropriated from the general fund of the state 27 to the department of management for the fiscal year beginning 28 July 1, 2020, and ending June 30, 2021, twenty-seven million 29 two hundred thousand dollars to be used for the payment of 30 qualified instruction funding supplement payments under this 31 section. 32 5. Each public school district in the state shall certify to 33 the department of management on or before the fourteenth day 34 after the effective date of this Act, the school district’s 35 -2- HF 532 (2) 89 md/jh/md 2/ 3
