From the moneys deposited in the school ready children 12 grants account for the fiscal year beginning July 1, 2022, and 13 ending June 30, 2023, not more than $265,950 is allocated for 14 the early childhood Iowa office and other technical assistance 15 activities. Moneys allocated under this lettered paragraph 16 may be used by the early childhood Iowa state board for the 17 purpose of skills development and support for ongoing training 18 of staff. However, except as otherwise provided in this 19 subsection, moneys shall not be used for additional staff or 20 for the reimbursement of staff. 21 b. Of the amount appropriated in this subsection for 22 deposit in the school ready children grants account of the 23 early childhood Iowa fund, $2,318,018 shall be used for efforts 24 to improve the quality of early care, health, and education 25 programs. Moneys allocated pursuant to this lettered paragraph 26 may be used for additional staff and for the reimbursement 27 of staff. The early childhood Iowa state board may reserve 28 a portion of the allocation, not to exceed $88,650, for the 29 technical assistance expenses of the early childhood Iowa 30 state office, including the reimbursement of staff, and 31 shall distribute the remainder to early childhood Iowa areas 32 for local quality improvement efforts through a methodology 33 identified by the early childhood Iowa state board to make the 34 most productive use of the funding, which may include use of 35 -6- HF 2575 (2) 89 jda/tm/md 6/ 56
H.F. 2575 the distribution formula, grants, or other means. 1 c. Of the amount appropriated in this subsection for 2 deposit in the school ready children grants account of 3 the early childhood Iowa fund, $825,030 shall be used for 4 support of professional development and training activities 5 for persons working in early care, health, and education by 6 the early childhood Iowa state board in collaboration with 7 the professional development component groups maintained by 8 the early childhood Iowa stakeholders alliance pursuant to 9 section 256I.12, subsection 7, paragraph “b”, and the early 10 childhood Iowa area boards. Expenditures shall be limited to 11 professional development and training activities agreed upon by 12 the parties participating in the collaboration as approved by 13 the early childhood Iowa state board. 14 d. Of the amount appropriated in this subsection for deposit 15 in the school ready children grants account of the early 16 childhood Iowa fund, $200,000 shall be used to invest in this 17 state’s early childhood database system that integrates state 18 administrative data to provide results that inform and improve 19 the early childhood system of programs and services in this 20 state. 21 9. BIRTH TO AGE THREE SERVICES 22 a. For expansion of the federal Individuals with 23 Disabilities Education Improvement Act of 2004, Pub. L. The moneys appropriated in this subsection shall be 2 used for implementation and expansion of early head start 3 pilot projects addressing the comprehensive cognitive, social, 4 emotional, and developmental needs of children from birth to 5 age three, including prenatal support for qualified families. 6 The projects shall promote healthy prenatal outcomes and 7 healthy family functioning, and strengthen the development of 8 infants and toddlers in low-income families. Priority shall be 9 given to those organizations that have previously qualified for 10 and received state funding to administer an early head start 11 project. 12 11. TEXTBOOKS OF NONPUBLIC SCHOOL PUPILS 13 a. EARLY WARNING SYSTEM FOR LITERACY 17 For purposes of purchasing a statewide license for an early 18 warning assessment and administering the early warning system 19 for literacy established in accordance with section 279.68 and 20 rules adopted in accordance with section 256.7, subsection 31: 21 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 1,915,000 22 The department shall administer and distribute to school 23 districts and accredited nonpublic schools the early warning 24 assessment system that allows teachers to screen and monitor 25 student literacy skills from prekindergarten through grade 26 six. The department may charge school districts and accredited 27 nonpublic schools a fee for the system not to exceed the actual 28 costs to purchase a statewide license for the early warning 29 assessment minus the moneys received by the department under 30 this subsection. The fee shall be determined by dividing the 31 actual remaining costs to purchase the statewide license for 32 the school year by the number of pupils assessed under the 33 system in the current fiscal year. School districts may use 34 moneys received pursuant to section 257.10, subsection 11, and 35 -10- HF 2575 (2) 89 jda/tm/md 10/ 56
H.F. 2575 moneys received for purposes of implementing section 279.68, 1 subsection 2, to pay the early warning assessment system fee. 2 21. IOWA READING RESEARCH CENTER 3 a. For purposes of the Iowa reading research center in 4 order to implement, in collaboration with the area education 5 agencies, the provisions of section 256.9, subsection 49, 6 paragraph “c”: 7 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 1,550,176 8 b. From moneys appropriated in this subsection, not more 9 than $250,000 shall be used for collaborations with the state 10 board of education relating to the approval of practitioner 11 preparation programs pursuant to section 256.7, subsection 3, 12 paragraph “c”, and with the board of educational examiners for 13 the establishment and continuing oversight of the advanced 14 dyslexia specialist endorsement pursuant to section 272.2, 15 subsection 23. For the fiscal year beginning July 1, 2022, and 16 ending June 30, 2023, the center shall submit a report to the 17 general assembly and the legislative services agency detailing 18 the expenditures of moneys used for purposes of this paragraph 19 “b”. 20 c. Notwithstanding section 8.33, moneys received by the 21 department pursuant to this subsection that remain unencumbered 22 or unobligated at the close of the fiscal year shall not revert 23 but shall remain available for expenditure for the purposes 24 specified in this subsection until the close of the succeeding 25 fiscal year. 26 22. For distribution to community colleges for the purposes 10 of implementing adult education and literacy programs pursuant 11 to section 260C.50: 12 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 5,500,000 13 (1) From the moneys appropriated in this lettered 14 paragraph, $3,883,000 shall be allocated pursuant to the 15 formula established in section 260C.18C. 16 (2) From the moneys appropriated in this lettered 17 paragraph, not more than $150,000 shall be used by the 18 department for implementation of adult education and literacy 19 programs pursuant to section 260C.50. 20 (3) From the moneys appropriated in this lettered 21 paragraph, not more than $1,257,000 shall be distributed as 22 grants to community colleges for the purpose of adult basic 23 education programs for students requiring instruction in 24 English as a second language. The department shall establish 25 an application process and criteria to award grants pursuant to 26 this subparagraph to community colleges. The criteria shall be 27 based on need for instruction in English as a second language 28 in the region served by each community college as determined by 29 factors including data from the latest federal decennial census 30 and outreach efforts to determine regional needs. 31 (4) From the moneys appropriated in this lettered 32 paragraph, $210,000 shall be transferred to the department 33 of human services for purposes of administering a program 34 to provide access to international resources to Iowans and 35 -22- HF 2575 (2) 89 jda/tm/md 22/ 56
H.F. 2575 new Iowans to provide economic and leadership development 1 resulting in Iowa being a more inclusive and welcoming place 2 to live, work, and raise a family. The program shall provide 3 supplemental support services for international refugees to 4 improve learning, English literacy, life skills, cultural 5 competencies, and integration in a county with a population 6 over 350,000 as determined by the 2010 federal decennial 7 census. The department of human services shall utilize a 8 request for proposals process to identify the entity best 9 qualified to implement the program. 10 c. Section 84A.1B, subsection 14, unnumbered 19 paragraph 1, Code 2022, is amended to read as follows: 20 Create, and update as necessary at least once every five 21 years , a list of high-demand jobs statewide for purposes of 22 the future ready Iowa registered apprenticeship programs 23 created in chapter 15C , the summer youth intern pilot program 24 established under section 84A.12 , the Iowa employer innovation 25 program established under section 84A.13 , the future ready Iowa 26 skilled workforce last-dollar scholarship program established 27 under section 261.131 , the future ready Iowa skilled workforce 28 grant program established under section 261.132 , and the Iowa 29 workforce grant and incentive program established under section 30 261.133, and postsecondary summer classes for high school 31 students as provided under section 261E.8, subsection 8 . In 32 addition to the list created by the workforce development 33 board under this subsection , each community college, in 34 consultation with regional career and technical education 35 -24- HF 2575 (2) 89 jda/tm/md 24/ 56
H.F. 2575 planning partnerships, and with the approval of the board of 1 directors of the community college, may identify and maintain 2 a list of not more than five regional high-demand jobs in the 3 community college region, and shall share the lists with the 4 workforce development board. The lists submitted by community 5 colleges under the subsection may be used in that community 6 college region for purposes of programs identified under this 7 subsection . The workforce development board shall have full 8 discretion to select and prioritize statewide high-demand jobs 9 after consulting with business and education stakeholders, 10 as appropriate, and seeking public comment. The workforce 11 development board may add to the list of high-demand jobs as it 12 deems necessary. For purposes of this subsection , “high-demand 13 job” means a job in the state that the board, or a community 14 college in accordance with this subsection , has identified in 15 accordance with this subsection . In creating a list under this 16 subsection , the following criteria, at a minimum, shall apply: 17 Sec. 12. NEW SECTION . 261.133 Iowa workforce grant and 18 incentive program. 19 1. Definitions. As used in this section, unless the context 20 otherwise requires: 21 a. “Commission” means the college student aid commission. 22 b. “Eligible institution” means an institution of higher 23 learning governed by the state board of regents. 24 c. “Eligible program” means any of the following: 25 (1) A program of study or an academic major jointly approved 26 by the commission and the department of workforce development, 27 in consultation with the eligible institution, that is aligned 28 with a high-demand job designated by the workforce development 29 board pursuant to section 84A.1B, subsection 14. If the 30 department of workforce development removes a high-demand 31 job from the list created under section 84A.1B, subsection 32 14, an eligible student who received a grant for a program 33 based on that high-demand job shall continue to receive the 34 grant until the eligible program is completed as long as the 35 -25- HF 2575 (2) 89 jda/tm/md 25/ 56
H.F. 2575 student continuously enrolls and continues to meet all other 1 eligibility requirements. 2 (2) A teacher preparation program that leads to a bachelor’s 3 degree, or initial or intern Iowa teaching license issued under 4 chapter 272. 5 d. “Eligible student” means an Iowa resident who has 6 established financial need and who meets all of the following 7 requirements: 8 (1) Completes and submits application forms required by the 9 commission, including the free application for federal student 10 aid, by the deadline prescribed by the commission. 11 (2) Enrolls in at least three semester hours, or the 12 equivalent, in an eligible program. 13 (3) Is making satisfactory academic progress as defined by 14 the eligible institution. 15 e. “Financial need” means the difference between the 16 student’s financial resources available, including those 17 available from the student’s parents as determined by a 18 completed parents’ confidential statement, and the student’s 19 anticipated expenses while attending an eligible institution. 20 f. “Full-time” means enrollment in at least twelve semester 21 hours or the equivalent. 22 g. “Part-time” means enrollment in at least three semester 23 hours but less than twelve semester hours or the equivalent. 24 2. Student eligibility. An eligible institution shall 25 report promptly to the commission information requested to 26 establish or verify student eligibility. 27 3. Grant limitations —— requirements. 28 a. A full-time eligible student may receive an Iowa 29 workforce grant annually for not more than three semesters, or 30 the equivalent, or until the eligible student completes the 31 eligible program, whichever occurs first. A part-time eligible 32 student may receive the grant for not more than six semesters, 33 or the equivalent, on a prorated basis, or until the eligible 34 student completes the eligible program, whichever occurs first. 35 -26- HF 2575 (2) 89 jda/tm/md 26/ 56
H.F. 2575 b. The amount of an Iowa workforce grant to a full-time 1 eligible student shall not exceed two thousand five hundred 2 dollars per semester, or the equivalent. The amount of an Iowa 3 workforce grant to a part-time eligible student shall be equal 4 to the amount that would be awarded to a full-time student 5 except that the commission shall prorate the amount based on 6 the recipient student’s semester hour or equivalent enrollment. 7 c. An Iowa workforce grant shall be awarded on an annual 8 basis, requiring reapplication by an eligible student each 9 year. Payments under the grant shall be allocated equally 10 among the semesters, or the equivalent, and paid upon 11 certification by the eligible institution that the student 12 meets the requirements of subsection 1, paragraph “d” . 13 d. If a grant recipient discontinues attendance before the 14 end of any semester, or the equivalent, after receiving grant 15 payments, the entire amount of any refund due that recipient, 16 up to the full amount of grant payments made during that 17 semester, or the equivalent, shall be paid by the eligible 18 institution to the commission. 19 e. The total value of grants awarded under this subsection 20 each year to eligible students shall be allocated as follows: 21 (1) Fifty percent shall be awarded to eligible students 22 participating in an eligible program described in subsection 23 1, paragraph “c” , subparagraph (1). However, if the amount 24 awarded to eligible students pursuant to subparagraph (2) is 25 less than the amount reserved for eligible students under 26 subparagraph (2), the commission may award the difference to 27 eligible students under this subparagraph. 28 (2) Fifty percent shall be awarded to eligible students 29 participating in an eligible program described in subsection 30 1, paragraph “c” , subparagraph (2). However, if the amount 31 awarded to eligible students pursuant to subparagraph (1) is 32 less than the amount reserved for eligible students under 33 subparagraph (1), the commission may award the difference to 34 eligible students under this subparagraph. 35 -27- HF 2575 (2) 89 jda/tm/md 27/ 56
H.F. 2575 4. Annual submission of applications. To receive a renewal 1 of a grant awarded under this section, an eligible student 2 must annually submit a new application to the commission for 3 reevaluation of eligibility. 4 5. Priority for grant awards. In making awards under this 5 section, the commission shall give priority to: 6 a. Applicants who received an award under this section in 7 the prior academic year. 8 b. Applicants with the least financial ability to pay, 9 using a metric that ranks relative financial ability among all 10 applicants. 11 6. Iowa workforce incentive payment. Notwithstanding the 12 grant limitations in subsection 3, an individual who was an 13 eligible student who received an Iowa workforce grant in the 14 academic year in which the eligible program is completed, and 15 who accepts and begins employment in an aligned occupation 16 in this state within six months of completing the eligible 17 program, may apply for one incentive payment of up to two 18 thousand five hundred dollars. The incentive payment shall be 19 paid upon completion of twelve consecutive months of full-time 20 employment in the aligned occupation in this state, following 21 completion of the eligible program. 22 7. Commission’s duties and responsibilities. Subject to an 23 appropriation of moneys by the general assembly for purposes 24 of this section, the commission shall administer the Iowa 25 workforce grant and incentive program and shall do all of the 26 following: 27 a. Provide application forms for distribution to students by 28 eligible institutions. 29 b. Adopt rules under chapter 17A for administration of this 30 section, including establishing the duties and responsibilities 31 of eligible institutions under the program, defining residence 32 and satisfactory academic progress for purposes of the program, 33 determining financial need, and establishing procedures for 34 grant and incentive payment application, processing, and 35 -28- HF 2575 (2) 89 jda/tm/md 28/ 56
H.F. 2575 approval. The rules shall provide for determining the priority 1 awarding of grants and incentives if moneys available for 2 purposes of this section are insufficient to pay all eligible 3 applicants. 4 c. Approve and award grants and incentive payments on an 5 annual basis. 6 8. Fund created. An Iowa workforce grant and incentive 7 program fund is created in the state treasury under the 8 control of the commission. All moneys deposited or paid into 9 the fund are appropriated to the commission to be used for 10 grants awarded as provided in this section. Notwithstanding 11 section 8.33, moneys in the fund that remain unencumbered or 12 unobligated at the close of a fiscal year shall not revert 13 but shall remain available for expenditure for the purposes 14 designated. Notwithstanding section 12C.7, subsection 2, 15 interest or earnings on moneys in the fund shall be credited 16 to the fund. 17 DIVISION IV 18 CLASSROOM MANAGEMENT AND TRANSPORTATION REIMBURSEMENT 19 Sec. 13. DEPARTMENT OF EDUCATION. There is appropriated 20 from the general fund of the state to the department of 21 education for the fiscal year beginning July 1, 2022, and 22 ending June 30, 2023, the following amount, or so much thereof 23 as is necessary, to be used for the purposes designated: 24 For developing, establishing, and distributing standards, 25 guidelines, and expectations relating to behavior in the 26 classroom, restraint of a student, and professional development 27 relating to educating individuals in the least restrictive 28 environment, and for research-based intervention strategies 29 consistent with such standards, guidelines, and expectations, 30 in accordance with section 256.9, subsection 62 : 31 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 500,000 32 Notwithstanding section 8.33 , moneys appropriated pursuant 33 to this section that remain unencumbered or unobligated at the 34 close of the fiscal year shall not revert but shall remain 35 -29- HF 2575 (2) 89 jda/tm/md 29/ 56

Section 261.25, subsections 1 and 2, Code 2022, are 28 amended to read as follows: 29 1. There is appropriated from the general fund of the state 30 to the commission for each fiscal year the sum of forty-eight 31 million eight hundred ninety-six thousand fifty fifty million 32 one hundred eighteen thousand four hundred fifty-one dollars 33 for tuition grants to qualified students who are enrolled in 34 accredited private institutions. 35 -30- HF 2575 (2) 89 jda/tm/md 30/ 56

There is appropriated from the general fund of the state 1 to the commission for each fiscal year the sum of four hundred 2 fifty-six thousand two hundred twenty five hundred thousand 3 dollars for tuition grants for qualified students who are 4 enrolled in eligible institutions. Of the moneys appropriated 5 under this subsection , not more than one hundred thousand 6 dollars annually shall be used for tuition grants to qualified 7 students who are attending an eligible institution under 8 section 261.9, subsection 3 , paragraph “b” . 9 DIVISION VI 10 STATE PROGRAM ALLOCATION 11 Sec. 17. Section 284.13, subsection 1, paragraphs a, b, c, 12 e, f, and g, Code 2022, are amended to read as follows: 13 a. For the fiscal year beginning July 1, 2021 2022 , and 14 ending June 30, 2022 2023 , to the department, the amount of 15 five hundred eight thousand two hundred fifty dollars for the 16 issuance of national board certification awards in accordance 17 with section 256.44 . Of the amount allocated under this 18 paragraph, not less than eighty-five thousand dollars shall 19 be used to administer the ambassador to education position in 20 accordance with section 256.45 . 21 b. For the fiscal year beginning July 1, 2021 2022 , and 22 ending June 30, 2022 2023 , up to seven hundred twenty-eight 23 thousand two hundred sixteen dollars to the department for 24 purposes of implementing the professional development program 25 requirements of section 284.6 , assistance in developing model 26 evidence for teacher quality committees established pursuant to 27 section 284.4, subsection 1 , paragraph “b” , and the evaluator 28 training program in section 284.10 . A portion of the funds 29 allocated to the department for purposes of this paragraph may 30 be used by the department for administrative purposes and for 31 not more than four full-time equivalent positions. 32 c. For the fiscal year beginning July 1, 2021 2022 , 33 and ending June 30, 2022 2023 , an amount up to one million 34 seventy-seven thousand eight hundred ten dollars to the 35 -31- HF 2575 (2) 89 jda/tm/md 31/ 56
H.F. 2575 department for the establishment of teacher development 1 academies in accordance with section 284.6, subsection 10 . A 2 portion of the funds allocated to the department for purposes 3 of this paragraph may be used for administrative purposes. 4 e. For the fiscal year beginning July 1, 2021 2022 , and 5 ending June 30, 2022 2023 , to the department an amount up to 6 twenty-five thousand dollars for purposes of the fine arts 7 beginning teacher mentoring program established under section 8 256.34 . 9 f. For the fiscal year beginning July 1, 2021 2022 , and 10 ending June 30, 2022 2023 , to the department an amount up 11 to six hundred twenty-six thousand one hundred ninety-one 12 dollars shall be used by the department for a delivery system, 13 in collaboration with area education agencies, to assist in 14 implementing the career paths and leadership roles considered 15 pursuant to sections 284.15 , 284.16 , and 284.17 , including but 16 not limited to planning grants to school districts and area 17 education agencies, technical assistance for the department, 18 technical assistance for districts and area education agencies, 19 training and staff development, and the contracting of external 20 expertise and services. In using moneys allocated for purposes 21 of this paragraph, the department shall give priority to school 22 districts with certified enrollments of fewer than six hundred 23 students. A portion of the moneys allocated annually to the 24 department for purposes of this paragraph may be used by the 25 department for administrative purposes and for not more than 26 five full-time equivalent positions. 27 g. For the fiscal year beginning July 1, 2022 2023 , and 28 for each subsequent fiscal year, to the department, ten 29 million dollars for purposes of implementing the supplemental 30 assistance for high-need schools provisions of section 284.11 . 31 Annually, of the moneys allocated to the department for 32 purposes of this paragraph, up to one hundred thousand dollars 33 may be used by the department for administrative purposes and 34 for not more than one full-time equivalent position. 35 -32- HF 2575 (2) 89 jda/tm/md 32/ 56

There is appropriated from the general 4 fund of the state to the college student aid commission for the 5 fiscal year beginning July 1, 2022, and ending June 30, 2023, 6 the following amount, or so much thereof as is necessary, to be 7 used for the purposes designated: 8 For the coordination of activities with the Iowa college 9 access network to assist students enrolled in grades 9 through 10 12 in completing the free application for federal student aid: 11 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 150,000 12 Notwithstanding section 8.33, moneys appropriated in this 13 section that remain unencumbered or unobligated at the close of 14 the fiscal year shall not revert but shall remain available for 15 expenditure for the purposes designated until the close of the 16 succeeding fiscal year. 17 DIVISION VIII 18 PROGRAMS FOR AT-RISK CHILDREN 19 Sec. 19. Section 279.51, Code 2022, is amended by adding the 20 following new subsection: 21 NEW SUBSECTION . 3A. Notwithstanding section 8.33, moneys 22 appropriated in this section that remain unencumbered or 23 unobligated at the close of the fiscal year shall not revert 24 but shall remain available for expenditure for the purposes 25 designated. 26 Sec. 20. EFFECTIVE DATE. This division of this Act, being 27 deemed of immediate importance, takes effect upon enactment. 28 DIVISION IX 29 CYBERSECURITY SIMULATION TRAINING CENTER 30 Sec. 21. NEW SECTION . 266.50 Cybersecurity simulation 31 training center. 32 1. The cybersecurity simulation training center is 33 established in the center for cybersecurity innovation 34 and outreach at the Iowa state university of science and 35 -33- HF 2575 (2) 89 jda/tm/md 33/ 56
H.F. 2575 technology. 1 2. The cybersecurity simulation training center shall 2 conduct and sponsor research and activities that enable persons 3 to develop strategies to counter cybersecurity threats and 4 mitigate the damage resulting from a cybersecurity attack. 5 3. The cybersecurity simulation training center shall be 6 available to businesses, state agencies, political subdivisions 7 of the state, students, and educators, and shall support all 8 of the following: 9 a. Cybersecurity training exercises. 10 b. Case studies. 11 c. Student events and competitions. 12 d. Training exercises for educators. 13 e. Cybersecurity workforce development. 14 Sec. 22. CODE EDITOR DIRECTIVE. The Code editor may 15 designate section 266.50, as enacted in this division of 16 this Act, as a new subchapter within chapter 266, entitled 17 “cybersecurity simulation training center”. 18 DIVISION X 19 SUPERINTENDENTS OF SCHOOL DISTRICTS —— SEVERANCE PACKAGES 20 Sec. 23. NEW SECTION . 279.76 Superintendents of school 21 districts —— severance packages. 22 Notwithstanding the provisions of a contract executed 23 or automatically renewed pursuant to section 279.20, a 24 school district shall not pay a superintendent a severance 25 payment that exceeds an amount equal to the product of the 26 superintendent’s monthly compensation multiplied by three. 27 Sec. 24. RETROACTIVE APPLICABILITY. This division of this 28 Act applies retroactively to January 1, 2022. 29 DIVISION XI 30 SCHOOL DISTRICTS —— TEACHER BONUSES 31 Sec. 25. NEW SECTION . 279.76 Teacher bonuses. 32 1. On or before June 30, 2022, a school district may use 33 unexpended and unobligated moneys in the school district’s 34 general fund to pay a bonus not to exceed one thousand dollars 35 -34- HF 2575 (2) 89 jda/tm/md 34/ 56
H.F. 2575 to each individual employed by the school district who did 1 not receive a one thousand dollar retention bonus payment in 2 calendar year 2022, through the department of education. 3 2. This section is repealed July 1, 2024. 4 Sec. 26. EFFECTIVE DATE. This division of this Act, being 5 deemed of immediate importance, takes effect upon enactment. 6 DIVISION XII 7 EMPLOYEE RECRUITMENT OR RETENTION BONUSES —— TAX TREATMENT 8 Sec. 27. Section 422.7, Code 2022, is amended by adding the 9 following new subsection: 10 NEW SUBSECTION . 63. a. (1) Subtract, to the extent 11 included, the amount of a recruitment or retention bonus, not 12 to exceed one thousand dollars, received by a teacher above 13 wages that is funded at least in part from moneys received by 14 the state from the elementary and secondary school emergency 15 relief fund pursuant to the federal American Rescue Plan Act of 16 2021, Pub. L. No. 117-2. 17 (2) Subtract, to the extent included, the amount of a 18 recruitment or retention bonus, not to exceed one thousand 19 dollars, received by a peace officer above wages that is funded 20 at least in part from the federal American Rescue Plan Act of 21 2021, Pub. L. No. 117-2. 22 (3) Subtract, to the extent included, the amount of a 23 recruitment or retention bonus, not to exceed one thousand 24 dollars, received by a correctional officer or medical staff 25 member at a correctional facility that is funded at least in 26 part from the federal American Rescue Plan Act of 2021, Pub. 27 L. No. 117-2. 28 (4) Subtract, to the extent included, the amount of a 29 recruitment or retention bonus, not to exceed one thousand 30 dollars, received by a child care worker above wages through 31 the recruitment and retention bonus program administered by the 32 department of human services. 33 (5) Subtract, to the extent included, the amount of a bonus, 34 not to exceed one thousand dollars, received by an individual 35 -35- HF 2575 (2) 89 jda/tm/md 35/ 56
H.F. 2575 pursuant to section 279.76. 1 b. This subsection is repealed January 1, 2028. 2 Sec. 28. RETROACTIVE APPLICABILITY. This division of this 3 Act applies retroactively to tax years beginning on or after 4 January 1, 2022, but before January 1, 2023. 5 DIVISION XIII 6 IOWA GEOLOGICAL SURVEY 7 Sec. 29. Section 456.5A, subsection 2, Code 2022, is amended 8 to read as follows: 9 2. Not later than January 10, 2022, and not later than 10 January 10 of each subsequent five-year period, the state 11 geologist shall publish a new long-range budget plan for 12 the next planning period. The long-range budget plan 13 shall describe how moneys appropriated, expected to the 14 be appropriated, or otherwise available or expected to be 15 available to the Iowa geological survey for each fiscal year 16 of that planning period are to be expended in a manner that 17 best allows the Iowa geological survey to exercise its powers 18 and carry out its duties or functions. The long-range budget 19 plan shall include any performance goals and measures required 20 by law or established by the state geologist. The state 21 geologist shall annually evaluate the Iowa geological survey’s 22 progress in attaining those performance goals and shall revise 23 the long-term budget plan as the state geologist determines 24 necessary or desirable. 25 DIVISION XIV 26 HIGHER EDUCATION NEEDS ASSESSMENT 27 Sec. 30. STATE BOARD OF REGENTS —— HIGHER EDUCATION 28 NEEDS ASSESSMENT. The state board of regents shall issue a 29 request for proposals for a higher education needs assessment 30 for northwest Iowa, including the Sioux City area. The 31 objectives of the assessment shall be to determine the 32 current and long-term demands for various undergraduate and 33 graduate degree programs and certificates in northwest Iowa, 34 determine the current and future demands for higher education 35 -36- HF 2575 (2) 89 jda/tm/md 36/ 56
H.F. 2575 programming from the western Iowa regents resource center 1 and the center’s capacity to respond to current and future 2 demands for higher education programming, and to identify the 3 information necessary to ensure that efforts to meet current 4 and future higher education demands in northwest Iowa are 5 effective, efficient, and responsive to the higher education 6 needs of the students and stakeholders of the region and the 7 postsecondary institutions that serve the area. The assessment 8 shall separately assess and determine the current and long-term 9 prospects for online learning and distance education in 10 both undergraduate and graduate degree programs for students 11 residing within Iowa and out of state. The results and 12 recommendations from the assessment shall be reported to the 13 general assembly by October 1, 2023. 14 DIVISION XV 15 STATE BOARD OF REGENTS —— REPORTING REQUIREMENTS AND 16 RESPONSIBILITIES 17 Sec. 31. Section 7E.3, subsection 4, Code 2022, is amended 18 to read as follows: 19 4. Annual report. Unless otherwise provided by law, submit 20 a report in November of each year to the governor and the 21 legislature on the operation of the department or independent 22 agency during the fiscal year concluded on the preceding June 23 30, and projecting the goals and objectives of the department 24 or independent agency as developed in the program budget 25 report for the fiscal year under way. Any department or 26 independent agency may issue such additional reports on its 27 findings and recommendations as its operations require. This 28 subsection shall not apply to the state board of regents or any 29 institution under the control of the state board of regents. 30 Sec. 32. Section 8.7, Code 2022, is amended to read as 31 follows: 32 8.7 Reporting of gifts and bequests received. 33 All gifts and bequests with a value of fifty dollars or 34 more received by a department or accepted by the governor on 35 -37- HF 2575 (2) 89 jda/tm/md 37/ 56
H.F. 2575 behalf of the state shall be reported within twenty days of 1 receiving the gift or bequest to the Iowa ethics and campaign 2 disclosure board, using the board’s internet reporting system. 3 The Iowa ethics and campaign disclosure board shall, by January 4 31 of each year, submit to the fiscal services division of 5 the legislative services agency a written report listing all 6 gifts and bequests received during the previous calendar year 7 with a value over one thousand dollars and the purpose for 8 each such gift or bequest. The submission shall also include 9 a listing of all gifts and bequests received by a department 10 from a person if the cumulative value of all gifts and bequests 11 received by the department from the person during the previous 12 calendar year exceeds one thousand dollars, and the Iowa ethics 13 and campaign disclosure board shall include, if available, the 14 purpose for each such gift or bequest. However, the reports on 15 gifts or bequests filed by the state board of regents and the 16 Iowa state fair board pursuant to section 8.44 shall be deemed 17 sufficient to comply with the requirements of this section . 18 This section shall not apply to the state board of regents 19 or any institution under the control of the state board of 20 regents. 21 Sec. 33. Section 8.9, subsection 2, paragraph a, Code 2022, 22 is amended to read as follows: 23 a. All grant applications submitted and grant moneys 24 received by a department on behalf of the state shall be 25 reported to the office of grants enterprise management. The 26 office shall by January 31 of each year submit to the fiscal 27 services division of the legislative services agency a written 28 report listing all grants received during the previous calendar 29 year with a value over one thousand dollars and the funding 30 entity and purpose for each grant. However, the reports on 31 grants filed by the state board of regents pursuant to section 32 8.44 shall be deemed sufficient to comply with the requirements 33 of this subsection . This paragraph shall not apply to the 34 state board of regents or any institution under the control of 35 -38- HF 2575 (2) 89 jda/tm/md 38/ 56
H.F. 2575 the state board of regents. 1 Sec. 34. Section 8.44, subsection 1, Code 2022, is amended 2 to read as follows: 3 1. a. Upon receiving federal funds or any other funds from 4 any public or private sources, except gifts or donations made 5 to institutions for the personal use or for the benefit of 6 members, patients, or inmates and receipts from the gift shop 7 of merchandise manufactured by members, patients, or inmates, 8 the state departments, agencies, boards, and institutions 9 receiving the funds shall submit a written report within 10 thirty days after receipt of the funds to the director of the 11 department of management. The report shall state the source of 12 the funds that supplement or replace state appropriations for 13 institutional operations, the amount received, and the terms 14 under which the funds are received. This section shall not 15 apply to the state board of regents or any institution under 16 the control of the state board of regents. 17 b. Notwithstanding paragraph “a” , the state board of regents 18 shall submit the written report required under paragraph “a” on 19 a quarterly basis in the format specified by the director of 20 the department of management. 21 Sec. 35. Section 8.57, subsection 6, paragraph d, Code 2022, 22 is amended to read as follows: 23 d. Annually, on or before January 15 of each year, a 24 state agency that received an appropriation from the sports 25 wagering receipts fund shall report to the legislative services 26 agency and the department of management the status of all 27 projects completed or in progress. The report shall include 28 a description of the project, the progress of work completed, 29 the total estimated cost of the project, a list of all revenue 30 sources being used to fund the project, the amount of funds 31 expended, the amount of funds obligated, and the date the 32 project was completed or an estimated completion date of the 33 project, where applicable. This paragraph shall not apply to 34 the state board of regents or any institution under the control 35 -39- HF 2575 (2) 89 jda/tm/md 39/ 56
H.F. 2575 of the state board of regents. 1 Sec. 36. Section 8.57A, subsection 5, Code 2022, is amended 2 to read as follows: 3 5. Annually, on or before January 15 of each year, a state 4 agency that received an appropriation from the environment 5 first fund shall report to the legislative services agency 6 and the department of management the status of all projects 7 completed or in progress. The report shall include a 8 description of the project, the progress of work completed, 9 the total estimated cost of the project, a list of all revenue 10 sources being used to fund the project, the amount of funds 11 expended, the amount of funds obligated, and the date the 12 project was completed or an estimated completion date of the 13 project, where applicable. This subsection shall not apply to 14 the state board of regents or any institution under the control 15 of the state board of regents. 16 Sec. 37. Section 8.57C, subsection 4, Code 2022, is amended 17 to read as follows: 18 4. Annually, on or before January 15 of each year, a state 19 agency that received an appropriation from this fund shall 20 report to the legislative services agency and the department 21 of management the status of all projects completed or in 22 progress. The report shall include a description of the 23 project, the progress of work completed, the total estimated 24 cost of the project, a list of all revenue sources being used 25 to fund the project, the amount of funds expended, the amount 26 of funds obligated, and the date the project was completed or 27 an estimated completion date of the project, where applicable. 28 This subsection shall not apply to the state board of regents 29 or any institution under the control of the state board of 30 regents. 31 Sec. 38. Section 8.62, subsection 3, Code 2022, is amended 32 to read as follows: 33 3. On or before June 30 of the fiscal year following the 34 fiscal year in which funds were encumbered under this section , 35 -40- HF 2575 (2) 89 jda/tm/md 40/ 56
H.F. 2575 an agency encumbering funds under this section shall report 1 to the joint appropriations subcommittee which recommends 2 funding for the agency, the legislative services agency, the 3 department of management, and the legislative fiscal committee 4 of the legislative council detailing how the moneys were 5 expended. Moneys shall not be encumbered under this section 6 from an appropriation which received a transfer from another 7 appropriation pursuant to section 8.39 . This subsection shall 8 not apply to the state board of regents or any institution 9 under the control of the state board of regents. 10 Sec. 39. Section 8.62, Code 2022, is amended by adding the 11 following new subsection: 12 NEW SUBSECTION . 4. Moneys shall not be encumbered under 13 this section from an appropriation which received a transfer 14 from another appropriation pursuant to section 8.39. 15 Sec. 40. Section 8F.4, subsection 1, paragraph b, 16 subparagraph (2), Code 2022, is amended to read as follows: 17 (2) The recipient entity is the state board of regents, an 18 institution under the control of the state board of regents, 19 or is recognized by the Internal Revenue Code as a nonprofit 20 organization or entity and provides a copy of the internal 21 revenue service form 990 for all fiscal years in which service 22 contract revenues are reported. 23 Sec. 41. Section 12.88, subsection 4, Code 2022, is amended 24 to read as follows: 25 4. Annually, on or before January 15 of each year, a 26 state agency that received an appropriation from the revenue 27 bonds capitals fund shall report to the legislative services 28 agency and the department of management the status of all 29 projects completed or in progress. The report shall include 30 a description of the project, the work completed, the total 31 estimated cost of the project, a list of all revenue sources 32 being used to fund the project, the amount of funds expended, 33 the amount of funds obligated, and the date the project was 34 completed or an estimated completion date of the project, where 35 -41- HF 2575 (2) 89 jda/tm/md 41/ 56
H.F. 2575 applicable. This subsection shall not apply to the state board 1 of regents or any institution under the control of the state 2 board of regents. 3 Sec. 42. Section 12.88A, subsection 4, Code 2022, is amended 4 to read as follows: 5 4. Annually, on or before January 15 of each year, a state 6 agency that received an appropriation from the revenue bonds 7 capitals II fund shall report to the legislative services 8 agency and the department of management the status of all 9 projects completed or in progress. The report shall include 10 a description of the project, the work completed, the total 11 estimated cost of the project, a list of all revenue sources 12 being used to fund the project, the amount of funds expended, 13 the amount of funds obligated, and the date the project was 14 completed or an estimated completion date of the project, where 15 applicable. This subsection shall not apply to the state board 16 of regents or any institution under the control of the state 17 board of regents. 18 Sec. 43. Section 12E.12, subsection 9, Code 2022, is amended 19 to read as follows: 20 9. Annually, on or before January 15 of each year, a 21 state agency that received an appropriation from the tobacco 22 settlement trust fund shall report to the legislative services 23 agency and the department of management the status of all 24 projects completed or in progress. The report shall include 25 a description of the project, the progress of work completed, 26 the total estimated cost of the project, a list of all revenue 27 sources being used to fund the project, the amount of funds 28 expended, the amount of funds obligated, and the date the 29 project was completed or an estimated completion date of the 30 project, where applicable. This subsection shall not apply to 31 the state board of regents or any institution under the control 32 of the state board of regents. 33 Sec. 44. Section 12F.5, subsection 2, unnumbered paragraph 34 1, Code 2022, is amended to read as follows: 35 -42- HF 2575 (2) 89 jda/tm/md 42/ 56

Section 12J.5, subsection 2, unnumbered paragraph 13 1, Code 2022, is amended to read as follows: 14 On October 1, 2017, and each October 1 thereafter, each 15 public fund , except the state board of regents, shall make 16 available to the public, and file with the general assembly, an 17 annual report covering the prior fiscal year that includes the 18 following: 19 Sec. 47. Section 19B.5, subsection 3, Code 2022, is amended 20 by striking the subsection. 21 Sec. 48. Section 262.9, subsection 20, Code 2022, is amended 22 by striking the subsection. 23 Sec. 49. Section 262.9, subsection 32, paragraph i, Code 24 2022, is amended by striking the paragraph. 25 Sec. 50. Section 262.9, subsection 34, paragraphs a, b, and 26 c, Code 2022, are amended by striking the paragraphs. 27 Sec. 51. Section 262.9, subsection 35, Code 2022, is amended 28 to read as follows: 29 35. Implement continuous improvement in undergraduate 30 programs offered by an institution of higher education governed 31 by the board. A continuous improvement plan shall be developed 32 and implemented built upon the results of the institution’s 33 student outcomes assessment program for courses with typical 34 annual enrollments of one hundred or more students, whether in 35 -43- HF 2575 (2) 89 jda/tm/md 43/ 56
H.F. 2575 one or multiple sections. In developing and implementing the 1 continuous improvement plan for each course, the instructor 2 or instructors for such a course shall each year evaluate 3 the results of the instructors’ students’ performances in 4 comparison with established course goals and shall formulate 5 recommendations for future goals and methods to achieve 6 improved student performance. The board shall annually 7 evaluate the effectiveness of the plans and shall submit an 8 executive summary of its findings and recommendations in its 9 annual strategic plan progress report, a copy of which shall be 10 submitted to the general assembly . 11 Sec. 52. Section 262.9, subsection 37, Code 2022, is amended 12 by striking the subsection. 13 Sec. 53. Section 262.9C, subsection 5, Code 2022, is amended 14 by striking the subsection. 15 Sec. 54. Section 262.14, subsection 3, paragraph f, Code 16 2022, is amended to read as follows: 17 f. Funds belonging to an institution governed by the board 18 may be invested in private enterprises if such investment is 19 made in furtherance of the institution’s mission. The board 20 shall annually, on or before November 1, submit a report to the 21 general assembly providing information regarding how the board 22 invested any funds in accordance with this paragraph, including 23 the amount invested, how long the board has invested such 24 funds, and the percentage of equity in each private enterprise 25 held by the board. 26 Sec. 55. Section 262.92, Code 2022, is amended to read as 27 follows: 28 262.92 College-bound program. 29 1. The board of regents shall establish or contract to 30 establish college-bound programs to provide Iowa minority 31 students with information and experiences relating to 32 opportunities offered at the regents’ universities. Programs 33 developed may include, but are not limited to, the following 34 elements: 35 -44- HF 2575 (2) 89 jda/tm/md 44/ 56
H.F. 2575 a. Reinforcement of efforts to attract undergraduate 1 students from age groups currently served by traditional 2 methods of outreach which use high school and community college 3 services. 4 b. Extension of traditional student recruitment methods 5 which are designed to encourage minority students in grades 6 seven through twelve to pursue postsecondary academic courses 7 of study. 8 c. Identification, at each of the regents’ universities, of 9 courses of study to be targeted for the recruitment of minority 10 students. 11 d. Offerings at the regents’ universities of innovative 12 programs, which are experience oriented, for families with 13 minority children. 14 2. The board of regents shall establish a voucher program 15 for students in grades seven through twelve. Vouchers may be 16 obtained by any qualified secondary student at any regents’ 17 university upon completion of a college-bound program provided 18 under subsection 1 . Students may receive one voucher for each 19 program. One or more vouchers entitle a student to priority 20 over other persons applying for grants under the Iowa minority 21 academic grants for economic success program established in 22 section 261.101 . Vouchers shall be submitted with the grant 23 application within one year after a student graduates from high 24 school at any higher education institution which offers grants 25 under the Iowa minority academic grants for economic success 26 program. Vouchers earned can only be used by the person who 27 participated in the college-bound voucher program and are not 28 transferable. Vouchers issued by a university under this 29 program shall be signed by the president of the university. 30 3. 2. The board of regents shall adopt rules to establish 31 program guidelines for the universities under the board’s 32 control and for the administration and coordination of program 33 efforts. Rules adopted shall include methods of recording data 34 relating to voucher recipients and making the data available to 35 -45- HF 2575 (2) 89 jda/tm/md 45/ 56
H.F. 2575 the college student aid commission. 1 Sec. 56. Section 262A.13, Code 2022, is amended to read as 2 follows: 3 262A.13 Reports to general assembly Financial information —— 4 projects funded by the issuance of bonds or notes . 5 1. The state board of regents shall determine, in 6 consultation with the legislative services agency, the 7 financial information to be included in line item budget 8 information for projects funded by the issuance of bonds or 9 notes under this chapter and shall submit the line item budget 10 information to the general assembly as requested. The state 11 board of regents shall submit quarterly reports to the general 12 assembly concerning the projects funded by the issuance of 13 bonds or notes under this chapter as follows: 14 a. Identification of both undercharges and overcharges for 15 line items of projects. 16 b. Identification of contracts in which any line item for a 17 project exceeds the adopted budget for that line item by ten 18 percent or more. 19 c. Identification of complaints received by an institution 20 regarding the construction of a project. 21 2. If the state board of regents approves a change in the 22 amount of the line item of a budget for a project, the change 23 shall be transmitted to the appropriations committees of the 24 house of representatives and senate, while the general assembly 25 is in session, and to the legislative council, when the general 26 assembly is not in session, for review. 27 Sec. 57. Section 262B.3, subsection 3, Code 2022, is amended 28 by striking the subsection. 29 Sec. 58. Section 266.39E, subsection 1, unnumbered 30 paragraph 1, Code 2022, is amended to read as follows: 31 A beginning farmer center is established as a part of the 32 Iowa cooperative extension service in agriculture and home 33 economics at Iowa state university of science and technology to 34 assist individuals beginning farming operations. The center 35 -46- HF 2575 (2) 89 jda/tm/md 46/ 56
H.F. 2575 shall also assist in facilitating the transition of farming 1 operations from established farmers to beginning farmers, 2 including by matching purchasers and sellers of agricultural 3 land, creating and maintaining an information base inventorying 4 land and facilities available for acquisition, and developing 5 or evaluating models to increase the number of and educational 6 materials that promote family farming operations in this state. 7 The objectives of the beginning farmer center shall include, 8 but are not limited to, the following: 9 Sec. 59. Section 266.39E, subsection 2, Code 2022, is 10 amended to read as follows: 11 2. Programs and services provided by the beginning farmer 12 center shall include, but are not limited to, the development 13 of skills and knowledge in financial management and planning, 14 legal issues, tax laws, technical production and management, 15 leadership, sustainable agriculture, human health, the 16 environment, and leadership. 17 Sec. 60. Section 625.29, subsection 7, Code 2022, is amended 18 to read as follows: 19 7. Each agency that pays fees or other expenses for an 20 action for judicial review of an agency proceeding under 21 chapter 17A shall report annually to the chairs and ranking 22 members of the appropriate appropriations subcommittees of the 23 general assembly the amount of fees or other expenses paid 24 during the preceding fiscal year by that agency. In its report 25 the agency shall describe the number, nature, and amount of the 26 awards, the claims involved in the action, and other relevant 27 information which might aid the general assembly in evaluating 28 the scope and impact of these awards. This subsection shall 29 not apply to the state board of regents or any institution 30 under the control of the state board of regents. 31 Sec. 61. 2013 Iowa Acts, chapter 141, section 30, subsection 32 3, paragraph a, subparagraph (2), is amended by striking the 33 subparagraph. 34 Sec. 62. 2013 Iowa Acts, chapter 141, section 30, subsection 35 -47- HF 2575 (2) 89 jda/tm/md 47/ 56
H.F. 2575 3, paragraph b, subparagraph (3), is amended to read as 1 follows: 2 (3) It is the intent of the general assembly that the 3 industrial incentive program focus on Iowa industrial 4 sectors and seek contributions and in-kind donations from 5 businesses, industrial foundations, and trade associations, 6 and that moneys for the institute for physical research and 7 technology industrial incentive program shall be allocated 8 only for projects which are matched by private sector moneys 9 for directed contract research or for nondirected research. 10 The match required of small businesses as defined in section 11 15.102, subsection 10 , for directed contract research or for 12 nondirected research shall be $1 for each $3 of state funds. 13 The match required for other businesses for directed contract 14 research or for nondirected research shall be $1 for each $1 of 15 state funds. The match required of industrial foundations or 16 trade associations shall be $1 for each $1 of state funds. 17 Iowa state university of science and technology shall 18 report annually to the joint appropriations subcommittee on 19 economic development and the legislative services agency the 20 total amount of private contributions, the proportion of 21 contributions from small businesses and other businesses, and 22 the proportion for directed contract research and nondirected 23 research of benefit to Iowa businesses and industrial sectors. 24 Sec. 63. 2013 Iowa Acts, chapter 141, section 54, subsection 25 3, paragraph a, subparagraph (2), as amended by 2014 Iowa 26 Acts, chapter 1132, section 10, is amended by striking the 27 subparagraph. 28 Sec. 64. 2013 Iowa Acts, chapter 141, section 54, subsection 29 3, paragraph b, subparagraph (3), as amended by 2014 Iowa Acts, 30 chapter 1132, section 10, is amended to read as follows: 31 (3) It is the intent of the general assembly that the 32 industrial incentive program focus on Iowa industrial 33 sectors and seek contributions and in-kind donations from 34 businesses, industrial foundations, and trade associations, 35 -48- HF 2575 (2) 89 jda/tm/md 48/ 56

The match required of 32 small businesses as defined in section 15.102, subsection 8 , 33 for directed contract research or for nondirected research 34 shall be $1 for each $3 of state funds. Section 256.9, subsections 20, 23, 24, and 39, Code 15 2022, are amended by striking the subsections. 16 Sec. 81. Section 256E.7, subsection 2, paragraph f, Code 17 2022, is amended to read as follows: 18 f. Be subject to the same financial audits, audit 19 procedures, and audit requirements as a school district. The 20 audit shall be consistent with the requirements of sections 21 11.6 , 11.14 , 11.19 , and 279.29 , and section 256.9, subsection 22 20 256.11, subsections 10 and 11 , except to the extent 23 deviations are necessary because of the program at the school. 24 The department, the auditor of state, or the legislative 25 services agency may conduct financial, program, or compliance 26 audits. 27 Sec. 82. The college student aid commission, in collaboration 12 with the Iowa department of public health, shall convene and 13 provide administrative support to a task force that shall study 14 and make recommendations regarding how to consolidate and 15 improve health-related student financial assistance programs. 16 2. Any expenses incurred by a member of the task force 17 shall be the responsibility of the individual member or the 18 respective entity represented by the member. 19 3.
