H.F. 2083 Section 1. Section 261.9, subsection 1, unnumbered 1 paragraph 1, Code 2022, is amended to read as follows: 2 “Accredited private institution” means an institution of 3 higher learning that was established in Iowa on or before 4 January 1, 2020, that is currently located in Iowa which , that 5 is operated privately and not controlled or administered by any 6 state agency or any subdivision of the state , and which that 7 meets the criteria in paragraphs “a” and “b” and all of the 8 criteria in paragraphs “d” through “i” , except that institutions 9 defined in paragraph “c” of this subsection are exempt from the 10 requirements of paragraphs “a” and “b” : 11 Sec. 2. Section 261.110, subsection 3, Code 2022, is amended 12 to read as follows: 13 3. Criteria for eligibility shall be established by the 14 commission and shall include but are not limited to the 15 following: 16 a. The applicant was in the top twenty-five percent 17 academically of students exiting a teacher preparation program 18 approved by the state board of education pursuant to section 19 256.7, subsection 3, or a similar teacher preparation program 20 in another state, or had earned other comparable academic 21 credentials. 22 b. a. The applicant is preparing to teach become a teacher 23 who provides classroom instruction in fields including but not 24 limited to science, technology, engineering, or mathematics; 25 English as a second language or special education instruction; 26 or is preparing to teach in a hard-to-staff subject as 27 identified by the department. The department shall take 28 into account the varying regional needs in the state for 29 teachers in these subject areas when applying the criterion 30 of this paragraph. The department shall annually identify 31 and designate hard-to-staff subjects for the purpose of this 32 paragraph. The eligibility of an applicant who receives a 33 teach Iowa scholar grant and who is preparing to teach in a 34 hard-to-staff subject as identified by the department shall 35 -1- HF 2083 (4) 89 jda/jh/md 1/ 2
H.F. 2083 not be affected in subsequent years if the department does not 1 continue to identify that subject as a hard-to-staff subject 2 any of the following located in this state: 3 (1) A school district . 4 (2) A charter school. 5 (3) An area education agency. 6 (4) An accredited nonpublic school. 7 c. b. The applicant met all of the eligibility requirements 8 of this section on or after January 1, 2013. A person who met 9 the program eligibility requirements of this section prior to 10 January 1, 2013, is ineligible for this program. 11 c. On or after July 1, 2022, the total value of grants 12 awarded under this section each year to applicants who are 13 preparing to become teachers who provide classroom instruction 14 in a school district, charter school, area education agency, or 15 an accredited nonpublic school shall be as follows: 16 (1) Fifty percent shall be awarded to applicants preparing 17 to become teachers who provide classroom instruction in a 18 school district, charter school, area education agency, or 19 an accredited nonpublic school, with less than or equal to 20 one thousand two hundred students. However, if the amount 21 requested by applicants pursuant to subparagraph (2) is less 22 than the amount reserved for applicants under subparagraph (2), 23 the commission may award the difference to applicants under 24 this subparagraph. 25 (2) Fifty percent shall be awarded to applicants preparing 26 to become teachers who provide classroom instruction in a 27 school district, charter school, area education agency, or an 28 accredited nonpublic school, with greater than one thousand 29 two hundred students.
