S.F. 2414 water quality initiative administered by the division of soil 1 conservation and water quality as provided in section 466B.42, 2 including salaries, support, maintenance, and miscellaneous 3 purposes, notwithstanding section 8.57, subsection 5, paragraph 4 “c”: 5 FY 2018-2019: 6 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 5,200,000 7 (2) (a) The moneys appropriated in this lettered 8 paragraph shall be used to support demonstration projects in 9 subwatersheds as designated by the department that are part 10 of high-priority watersheds identified by the water resources 11 coordinating council. 12 (b) The moneys appropriated in this lettered paragraph 13 shall be used to support demonstration projects in watersheds 14 generally, including regional watersheds, as designated by the 15 division and high-priority watersheds identified by the water 16 resources coordinating council. 17 (3) In supporting projects in watersheds and subwatersheds 18 as provided in subparagraph (2), subparagraph divisions (a) and 19 (b), all of the following shall apply: 20 (a) The demonstration projects shall utilize water quality 21 practices as described in the latest revision of the document 22 entitled “Iowa Nutrient Reduction Strategy” initially presented 23 in November 2012 by the department of agriculture and land 24 stewardship, the department of natural resources, and Iowa 25 state university of science and technology. 26 (b) The division shall implement demonstration projects 27 as provided in subparagraph division (a) by providing 28 for participation by persons who hold a legal interest in 29 agricultural land used in farming. To every extent practical, 30 the division shall provide for collaborative participation by 31 such persons who hold a legal interest in agricultural land 32 located within the same subwatershed. 33 (c) The division shall implement demonstration projects on 34 a cost-share basis as determined by the division. S.F. 2414 edge-of-field practices, the state’s share of the amount shall 1 not exceed 50 percent of the estimated cost of establishing the 2 practice as determined by the division or 50 percent of the 3 actual cost of establishing the practice, whichever is less. 4 (d) The demonstration projects shall be used to educate 5 other persons about the feasibility and value of establishing 6 similar water quality practices. The division shall promote 7 field day events for purposes of allowing interested persons to 8 establish water quality practices on their agricultural land. 9 (e) The division shall conduct water quality evaluations 10 within supported subwatersheds. Within a reasonable period 11 after accumulating information from such evaluations, the 12 division shall create an aggregated database of water quality 13 practices. Any information identifying a person holding a 14 legal interest in agricultural land or specific agricultural 15 land shall be a confidential record. 16 (4) The moneys appropriated in this lettered paragraph 17 shall be used to support education and outreach in a manner 18 that encourages persons who hold a legal interest in 19 agricultural land used for farming to implement water quality 20 practices, including the establishment of such practices in 21 watersheds generally, and not limited to subwatersheds or 22 high-priority watersheds. 23 (5) The moneys appropriated in this lettered paragraph 24 may be used to contract with persons to coordinate the 25 implementation of efforts provided in this paragraph. 26 (6) The moneys appropriated in this lettered paragraph 27 may be used by the department to support urban soil and water 28 conservation efforts, which may include but are not limited 29 to management practices related to bioretention, landscaping, 30 the use of permeable or pervious pavement, and soil quality 31 restoration. The moneys shall be allocated on a cost-share 32 basis as provided in chapter 161A. 33 (7) Notwithstanding any other provision of law to the 34 contrary, the department may use moneys appropriated in 35 -3- SF 2414 (2) 87 ec/tm/jh 3/ 19
S.F. 2414 this lettered paragraph to carry out the provisions of this 1 paragraph on a cost-share basis in combination with other 2 moneys available to the department from a state or federal 3 source. 4 (8) Not more than 10 percent of the moneys appropriated in 5 this lettered paragraph may be used for costs of administration 6 and implementation of the water quality initiative administered 7 by the soil conservation division. 8 b. DEPARTMENT OF ADMINISTRATIVE SERVICES 11 For costs associated with the repair and renovation of the 12 dome of the Iowa state capitol: 13 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 9,990,900 14 As a condition of receiving the appropriation provided in 15 this subsection, the department shall not expend any moneys to 16 pay an owners’ representative fee related to the repair and 17 renovation of the dome of the Iowa state capitol. 18 Of the moneys appropriated in this subsection, the 19 department shall be authorized to expend such amount as is 20 necessary for the costs of installing outdoor lighting at the 21 Iowa state capitol. 22 From any moneys appropriated in this subsection and 23 remaining upon completion of the repair and renovation of the 24 dome of the Iowa state capitol, the department shall expend 25 such amount as is necessary for maintenance projects for 26 the Iowa state capitol and the Ola Babcock Miller building. 27 However, any unencumbered or unobligated moneys made from an 28 appropriation in this subsection and remaining at the close of 29 the fiscal year beginning July 1, 2017, shall be deposited in 30 the state capitol maintenance fund created in section 2.12B. 31 Sec. 12. 2017 Iowa Acts, chapter 173, is amended by adding 32 the following new section: 33 NEW SECTION . 4A. EFFECTIVE DATE. This division of this Act, being 9 deemed of immediate importance, takes effect upon enactment. 10 DIVISION IV 11 MISCELLANEOUS PROVISIONS 12 Sec. 14. Section 8.57C, subsection 3, paragraph a, 13 subparagraph (2), Code 2018, is amended to read as follows: 14 (2) The fiscal year beginning July 1, 2018 2019 , and for 15 each subsequent fiscal year thereafter. 16 Sec. 15. Section 8.57C, subsection 3, Code 2018, is amended 17 by adding the following new paragraph: 18 NEW PARAGRAPH . g. There is appropriated from the rebuild 19 Iowa infrastructure fund for the fiscal year beginning July 1, 20 2018, and ending June 30, 2019, the sum of fourteen million 21 four hundred thousand dollars to the technology reinvestment 22 fund, notwithstanding section 8.57, subsection 5, paragraph 23 “c” . 24 DIVISION V 25 MAINTENANCE FUNDS 26 Sec. 16. NEW SECTION . 2.12B State capitol maintenance fund 27 —— appropriation. 28 1. A state capitol maintenance fund is created in the state 29 treasury under the control of the legislative council. The 30 fund shall consist of all moneys appropriated to the fund. 31 2. There is appropriated from the rebuild Iowa 32 infrastructure fund for deposit in the state capitol 33 maintenance fund, for the fiscal year beginning July 1, 2018, 34 and for each fiscal year thereafter, the sum of five hundred 35 -18- SF 2414 (2) 87 ec/tm/jh 18/ 19
S.F. 2414 thousand dollars. 1 3. Moneys in the state capitol maintenance fund shall be 2 expended upon approval of the legislative council and used for 3 maintenance projects for the Iowa state capitol and the Ola 4 Babcock Miller building. 5 4. Notwithstanding section 12C.7, subsection 2, interest or 6 earnings on moneys deposited in the state capitol maintenance 7 fund shall be credited to the state capitol maintenance fund. 8 Notwithstanding section 8.33, moneys credited to the state 9 capitol maintenance fund shall not revert at the close of a 10 fiscal year. 11 Sec. 17. NEW SECTION . 8A.331 Routine maintenance fund —— 12 appropriation. 13 1. A routine maintenance fund is created in the state 14 treasury under the control of the department. The fund shall 15 consist of all moneys appropriated to the fund. 16 2. There is appropriated from the rebuild Iowa 17 infrastructure fund to the department for deposit in the 18 routine maintenance fund, for the fiscal year beginning July 19 1, 2018, and for each fiscal year thereafter, the sum of two 20 million dollars. 21 3. Moneys in the routine maintenance fund are appropriated 22 to the department for purposes of routine maintenance 23 projects for physical properties under the control of the 24 department. For purposes of this section, routine maintenance 25 includes regular upkeep of physical properties and recurring, 26 preventive, and ongoing maintenance necessary to delay or 27 prevent the failure of physical properties. 28 4. Notwithstanding section 12C.7, subsection 2, interest 29 or earnings on moneys deposited in the routine maintenance 30 fund shall be credited to the routine maintenance fund. 31 Notwithstanding section 8.33, moneys credited to the routine 32 maintenance fund shall not revert at the close of a fiscal 33 year. 34 -19- SF 2414 (2) 87 ec/tm/jh 19/ 19
