1.
DYSLEXIA
RESPONSE
TASK
FORCE
AND
REPORT.

1.
The
department
of
education
shall
establish
a
dyslexia
2
task
force.
The
task
force
shall
consist
of
the
following
3
members:

a.
The
director
of
the
department
of
education
or
the
5
director’s
designee.
6
b.
A
representative
of
the
Iowa
reading
research
center.
7
c.
A
representative
of
an
area
education
agency.
8
d.
One
school
administrator.
9
e.
One
reading
specialist.
10
f.
One
special
education
teacher.
11
g.
Two
representatives
of
decoding
dyslexia
who
are
parents
12
of
children
with
dyslexia.
13
h.
One
representative
of
decoding
dyslexia
who
is
an
14
individual
with
dyslexia.
15
i.
One
provider
certified
in
a
structured
literacy
reading
16
program.
17
j.
One
psychologist
or
speech
language
pathologist
licensed
18
in
the
state
of
Iowa
with
experience
in
diagnosing
dyslexia.

2.
The
director
of
the
department
of
education
or
the
20
director’s
designee
shall
convene
the
task
force.
The
21
department
of
education
shall
provide
staffing
services
for
the
22
task
force.

3.
The
task
force
shall
submit
a
report
regarding
its
24
findings
and
recommendations
relating
to
dyslexia
response
25
to
the
governor
and
the
general
assembly
no
later
than
26
November
15,
2019.
When
making
such
recommendations,
the
27
task
force
shall
consider
but
not
be
limited
to
student
28
screening,
interventions,
teacher
preparation
and
professional
29
development,
classroom
accommodations,
and
assistive
30
technology.
The
report
shall
include
all
of
the
following:

a.
An
overview
of
the
symptoms
and
effects
of
dyslexia.

b.
An
overview
of
current
practices
relating
to
dyslexia
33
response
in
Iowa
schools.
34
c.
A
description
of
current
concerns
relating
to
dyslexia

identified
by
the
members
of
the
task
force.

d.
Recommendations
of
any
proposed
legislation
or

rulemaking
or
any
additional
personnel
or
funding
needed

dyslexia.

Recommendations
relating
to
dyslexia
response
for

specific
stakeholder
groups,
including
but
not
limited
6
to
parents,
educators,
administrators,
school
boards,
and

institutions
of
higher
education.

suggested
timeline

implementation
