S.F. 2117 in subsection 1, shall identify and implement the reductions 1 in subsection 1 with respect to the appropriate general fund 2 appropriations. Within fifteen days of the effective date of 3 this section, the department of management shall transmit a 4 report to the general assembly and legislative services agency 5 listing the appropriation reductions applied. 6 3. In order to implement the reductions in subsection 1, 7 the departments and agencies and the judicial branch may adjust 8 allocations made from appropriations that are being reduced. 9 4. In order to implement the reductions in subsection 1, the 10 department of management may reduce a standing appropriation to 11 a department or agency required to reduce expenditures pursuant 12 to subsection 1. 13 Sec. 2. LIMITATIONS OF STANDING APPROPRIATION —— FY 14 2017-2018. Notwithstanding the standing appropriation in the 15 following designated section for the fiscal year beginning July 16 1, 2017, and ending June 30, 2018, the amount appropriated from 17 the general fund of the state pursuant to the section for the 18 following designated purpose shall not exceed the following 19 amount: 20 For regional tourism marketing under section 99F.11, 21 subsection 3, paragraph “d”, subparagraph (2): 22 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 750,000 23 Sec. 3. TRANSFER —— IOWA SKILLED WORKER AND JOB CREATION 24 FUND. There is transferred from the Iowa skilled worker and 25 job creation fund created in section 8.75 to the general fund 26 of the state for the fiscal year beginning July 1, 2017, and 27 ending June 30, 2018, the following amount: 28 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 10,000,000 29 Sec. 4. SUPPLEMENTAL REIMBURSEMENT FOR GROUND EMERGENCY 30 MEDICAL TRANSPORTATION PROVIDED TO MEDICAID BENEFICIARIES. The 31 department of human services shall submit a Medicaid state 32 plan amendment to the centers for Medicare and Medicaid 33 services of the United States department of health and human 34 services to request authorization to establish and administer a 35 -4- SF 2117 (4) 87 tm/rn/jh 4/ 7
S.F. 2117 methodology to provide supplemental reimbursement to eligible 1 ground emergency medical transportation providers that provide 2 ground emergency medical transportation services to Medicaid 3 beneficiaries. For purposes of this section, “eligible ground 4 emergency medical transportation provider” means a provider who 5 provides ground emergency medical transportation services to 6 Medicaid beneficiaries and is enrolled as a Medicaid provider 7 during the period being claimed. 8 The emergency medical transportation intergovernmental 9 transfer obligation established under this section is 10 contingent upon the continuation of the federal Medicaid 11 funding methodology in effect on the effective date of this 12 Act. If the federal methodology is changed after the effective 13 date of this Act in a manner that negatively impacts the 14 intergovernmental transfer obligation, as determined by the 15 department, the department shall no longer be obligated to 16 continue the intergovernmental transfer. 17 Sec. 5. LEGISLATORS’ PER DIEM FOR THE 2018 REGULAR 18 SESSION. Notwithstanding section 2.10, subsection 1, to the 19 contrary, members of the Eighty-seventh General Assembly shall 20 be limited to the receipt of a per diem for expenses of office 21 for the Second Regular Session convening in 2018 for a maximum 22 of eighty-five calendar days rather than one hundred calendar 23 days. 24 Sec. 6. 2017 Iowa Acts, chapter 169, section 17, subsection 25 1, paragraph a, subparagraph (1) is amended to read as follows: 26 (1) For the purposes of providing assistance under the high 27 quality jobs program as described in section 15.335B : 28 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 15,900,000 29 5,900,000 30 Sec. 7. 2017 Iowa Acts, chapter 170, section 5, subsection 31 1, is amended to read as follows: 32 1. The appropriations made pursuant to section 2.12 for the 33 expenses of the general assembly and legislative agencies for 34 the fiscal year beginning July 1, 2017, and ending June 30, 35 -5- SF 2117 (4) 87 tm/rn/jh 5/ 7
S.F. 2117 2018, are reduced by the following amount: 1 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 400,000 2 1,000,000 3 Sec. 8. 2017 Iowa Acts, chapter 174, section 31, subsection 4 1, paragraph c, subparagraph (3), is amended to read as 5 follows: 6 (3) (a) For the fiscal year beginning July 1, 2017, the 7 graduate medical education and disproportionate share hospital 8 fund shall remain at the amount in effect on June 30, 2017 , 9 except that the portion of the fund attributable to graduate 10 medical education shall be reduced in an amount that reflects 11 the elimination of graduate medical education payments made to 12 out-of-state hospitals . 13 (b) Effective March 1, 2018, a hospital that is located 14 in Iowa, is classified as state government-owned or nonstate 15 government-owned, and qualifies for graduate medical education 16 or disproportionate share hospital payments shall transfer 17 to the medical assistance program an amount equal to provide 18 the nonfederal share for a graduate medical education and 19 disproportionate share hospital payment. Distribution of the 20 payments shall be made on a monthly basis. A hospital that 21 meets the specified conditions shall receive and retain one 22 hundred percent of the total graduate medical education and 23 disproportionate share hospital payments. 24 Sec. 9. REPEAL. 2017 Iowa Acts, chapter 170, section 18, 25 is repealed. 26 DIVISION II 27 SUPPLEMENTAL APPROPRIATIONS 28 Sec. 10. INDIGENT DEFENSE. There is appropriated from the 29 general fund of the state to the office of the state public 30 defender of the department of inspections and appeals for the 31 fiscal year beginning July 1, 2017, and ending June 30, 2018, 32 the following amount, or so much thereof as is necessary to 33 supplement appropriations made for the following designated 34 purpose: 35 -6- SF 2117 (4) 87 tm/rn/jh 6/ 7
