APPROPRIATION.

1.
There
is
created
a
franchise
fee
refund
fund
in
the
state
13
treasury
under
the
control
of
the
department
of
administrative
14
services.
A
franchise
fee
that
is
refunded
to
the
state
by
the
15
city
of
Des
Moines
pursuant
to
a
court
order
shall
be
deposited
16
in
the
fund.

2.
Moneys
in
the
fund
are
appropriated
to
the
department
18
of
administrative
services
for
the
fiscal
year
beginning
July
19
1,
2015,
and
ending
June
30,
2016,
for
purposes
of
reimbursing
20
gas
and
electric
utility
costs.
Notwithstanding
section
21
8.33,
any
excess
moneys
appropriated
for
reimbursing
gas
and
22
electric
utility
costs
in
this
subsection
shall
not
revert
to
23
the
general
fund
of
the
state
at
the
end
of
the
fiscal
year
but
24
shall
remain
available
for
expenditure
for
the
purposes
of
this

subsection
during

succeeding

Beginning
on

the
term
of

contract
to
provide
third-party
administration
services

of
the
federal
Family
and
Medical
Leave
Act
of
1993
for
the

department
of
administrative
services,
the
department
shall

submit
a
report
to
the
joint
appropriations
subcommittee
on

The
annual
report
shall
include
but

the
use
of
and
denial
of
leave

requests
prior
to
and
during
the
contract
period,
and
an

of
appeals
of
denials

to
and

the
contract
period.
Within
sixty

days
of
the
conclusion
of
the
contract,
the
department
shall

submit
a
final
report
to
the
