Section
1.
Section
321.34,
subsection
14,
Code
2016,
is
1
amended
to
read
as
follows:

14.
Persons
with
disabilities
special
plates.
An
owner
3
referred
to
in
subsection
12
or
an
owner
of
a
trailer
used
to
4
transport
a
wheelchair
who
is
a
person
with
a
disability,
or
5
who
is
the
parent
or
guardian
of
a
child
who
resides
with
the
6
parent
or
guardian
owner
and
who
is
a
person
with
a
disability,
7
as
defined
in
section
321L.1
,
or
a
trustee
,
if
the
owner
is
8
a
trust
and
a
current
trust
beneficiary
permitted
to
operate
9
the
motor
vehicle
or
trailer
,
as
specified
in
the
trust
10
agreement
or
the
certification
of
trust
or
as
authorized
by
11
the
trustee,
is
a
person
with
a
disability,
may,
upon
written
12
application
to
the
department,
order
special
registration
13
plates
with
a
persons
with
disabilities
processed
emblem
14
designed
by
the
department
bearing
the
international
symbol
of
15
accessibility.
The
special
registration
plates
with
a
persons
16
with
disabilities
processed
emblem
shall
only
be
issued
if
the
17
application
is
accompanied
with
a
statement
from
a
physician
18
licensed
under
chapter
148
or
149
,
a
physician
assistant
19
licensed
under
chapter
148C
,
an
advanced
registered
nurse
20
practitioner
licensed
under
chapter
152
,
or
a
chiropractor
21
licensed
under
chapter
151
,
written
on
the
physician’s,
22
physician
assistant’s,
nurse
practitioner’s,
or
chiropractor’s
23
stationery,
stating
the
nature
of
the
applicant’s
,
or
the
24
applicant’s
child’s
,
or
the
current
trust
beneficiary’s
25
disability
and
such
additional
information
as
required
by
rules
26
adopted
by
the
department,
including
proof
of
residency
of
a
27
child
who
is
a
person
with
a
disability
,
where
applicable
.
If
28
the
application
is
approved
by
the
department,
the
special
29
registration
plates
with
a
persons
with
disabilities
processed
30
emblem
shall
be
issued
to
the
applicant.
There
shall
be
no
31
fee
in
addition
to
the
regular
annual
registration
fee
for
the
32
special
registration
plates
with
a
persons
with
disabilities
33
processed
emblem.
The
authorization
for
special
registration
34
plates
with
a
persons
with
disabilities
processed
emblem
shall

not
be
renewed
without
the
applicant
furnishing
evidence
to
1
the
department
that
the
owner
of
the
vehicle
,
or
the
owner’s
2
child
,
or
the
current
trust
beneficiary
is
still
a
person
3
with
a
disability
as
defined
in
section
321L.1
.
An
owner
4
who
has
a
child
who
is
a
person
with
a
disability
shall
5
provide
satisfactory
evidence
to
the
department
that
the
6
child
with
a
disability
continues
to
reside
with
the
owner.
7
The
registration
plates
with
a
persons
with
disabilities
8
processed
emblem
shall
be
surrendered
in
exchange
for
regular
9
registration
plates
as
provided
in
subsection
12
when
the
owner
10
of
the
vehicle
,
or
the
owner’s
child
,
or
the
current
trust
11
beneficiary
no
longer
qualifies
as
a
person
with
a
disability
12
as
defined
in
section
321L.1
or
when
the
owner’s
child
who
is
a
13
person
with
a
disability
no
longer
resides
with
the
owner.
For
14
the
purpose
of
this
subsection,
“person
with
a
disability”
means
15
as
defined
in
section
321L.1.
