THE

Section
1.
Section
272.10,
subsection
2,
Code
2016,
is
1
amended
to
read
as
follows:

2.
Licensing
fees
are
payable
to
the
treasurer
of
state
and
3
shall
be
deposited
with
the
executive
director
of
the
board.

The
executive
director
shall
deposit
twenty-five
percent
of
5
the
fees
collected
annually
with
the
treasurer
of
state
and
6
the
fees
shall
be
credited
to
the
general
fund
of
the
state.
7
The
remaining
licensing
fees
collected
during
the
fiscal
year
8
shall
be
retained
by
and
are
appropriated
to
the
board
for
9
the
purposes
related
to
the
board’s
duties.
Notwithstanding
10
section
8.33
,
licensing
fees
retained
by
and
appropriated
to
11
the
board
pursuant
to
this
section
that
remain
unencumbered
or
12
unobligated
at
the
close
of
the
fiscal
year
shall
not
revert
13
but
shall
remain
available
for
expenditure
for
the
activities
14
of
the
board
as
provided
in
this
chapter
until
the
close
of
the
15
succeeding
fiscal
year.
However,
the
maximum
amount
that
may
16
be
carried
over
to
the
succeeding
fiscal
year
in
accordance
17
with
this
subsection
shall
not
exceed
six
hundred
fifty
18
thousand
dollars.
Any
unencumbered
or
unobligated
licensing
19
fees
in
excess
of
six
hundred
fifty
thousand
dollars
at
the
20
close
of
the
fiscal
year
shall
revert
to
the
general
fund
of
21
the
state.

Sec.
2.
Section
272.10,
Code
2016,
is
amended
by
adding
the
23
following
new
subsection:

NEW
SUBSECTION
.
5.
For
the
fiscal
years
beginning
July
25
1,
2015,
and
July
1,
2016,
the
board
of
educational
examiners
26
shall
not
increase
its
licensing
fees
as
they
exist
for
the
27
fiscal
year
ending
June
30,
2015.

The
amendments
to

as
appearing
in

as

805,
are
nullified.

Sec.
4.
EFFECTIVE
UPON
ENACTMENT.
This
Act,
being
deemed
of
34
immediate
importance,
takes
effect
upon
enactment.

APPLICABILITY.
This
Act
applies

retroactively
