H.F. 80 Section 1. Section 257.8, subsection 1, Code 2015, is 1 amended to read as follows: 2 1. State percent of growth. The state percent of growth 3 for the budget year beginning July 1, 2012, is two percent. 4 The state percent of growth for the budget year beginning July 5 1, 2013, is two percent. The state percent of growth for the 6 budget year beginning July 1, 2014, is four percent. The 7 state percent of growth for the budget year beginning July 1, 8 2015, is one and twenty-five hundredths percent. The state 9 percent of growth for each subsequent budget year shall be 10 established by statute which shall be enacted within thirty 11 days of the submission in the year preceding the base year of 12 the governor’s budget under section 8.21 . The establishment of 13 the state percent of growth for a budget year shall be the only 14 subject matter of the bill which enacts the state percent of 15 growth for a budget year. 16 Sec. 2. Section 257.16B, subsection 2, paragraph b, 17 unnumbered paragraph 1, Code 2015, is amended to read as 18 follows: 19 For each the budget year beginning on or after July 1, 2014, 20 the department of management shall calculate for each school 21 district all of the following: 22 Sec. 3. Section 257.16B, subsection 2, Code 2015, is amended 23 by adding the following new paragraph: 24 NEW PARAGRAPH . c. For each budget year beginning on 25 or after July 1, 2015, the department of management shall 26 calculate for each school district all of the following: 27 (1) The regular program state cost per pupil for the budget 28 year beginning July 1, 2012, multiplied by one hundred percent 29 less the regular program foundation base per pupil percentage 30 pursuant to section 257.1. 31 (2) The regular program state cost per pupil for the budget 32 year, multiplied by one hundred percent less the regular 33 program foundation base per pupil percentage pursuant to 34 section 257.1. 35 -1- HF 80 (4) 86 md/sc/md 1/ 2
H.F. 80 (3) The amount of each school district’s property tax 1 replacement payment. Each school district’s property tax 2 replacement payment equals the school district’s weighted 3 enrollment for the budget year multiplied by the remainder 4 of the amount calculated for the school district under 5 subparagraph (2) minus the amount calculated for the school 6 district under subparagraph (1). 7 Sec. 4. CODE SECTION 257.8 —— IMPLEMENTATION. The 8 requirements of section 257.8, subsection 1, regarding the 9 enactment of bills establishing the regular program state 10 percent of growth within thirty days of the submission in the 11 year preceding the base year of the governor’s budget and 12 regarding the subject matter limitations of such bills do not 13 apply to this Act. 14 Sec. 5. EFFECTIVE UPON ENACTMENT. This Act, being deemed of 15 immediate importance, takes effect upon enactment. 16 -2- HF 80 (4) 86 md/sc/md 2/ 2
