workforce
systems

and
centers,
higher
education
institutions,
and
postsecondary

career
training
programs.

The
state
board
of
education
shall
adopt
rules
setting

forth
standards
for
career
information
and
decision-making

systems.

5.
For
the
school
year
beginning
July
1,
2016,
and
each
11
succeeding
school
year,
the
board
of
directors
of
each
12
school
district
shall

to
the
local
community,
and

to
the
department
as
a
component
of
the
school
district’s

comprehensive
school
improvement
plan
required
by
section

256.7,

The
director
of
the
department
of
education
shall
monitor

districts

compliance

this
section
through
the

accreditation

the
department
of
education
finds
that
a

school
district
is
not
in
substantial
compliance
with
this
23
section,
the
school
district
shall
submit
to
the
department
24
for
approval
an
action
plan
which
sets
forth
the
steps
to
be
25
taken
to
ensure
substantial
compliance
with
this
section.
The
26
department
of
education
shall
include
in
its
annual
condition
27
of
education
report
a
review
of
school
district
and
student
28
performance
required
under
this
section.

7.
The
state
board
of
education
shall
adopt
rules
to
30
administer
this
section.

Sec.
8.
EMERGENCY
RULES.
The
state
board
of
education
may
32
adopt
emergency
rules
under
section
17A.4,
subsection
3,
and
33
section
17A.5,
subsection
2,
paragraph
“b”,
to
implement
the
34
provisions
of
this
division
of
this
Act,
and
the
rules
shall
35

effective
immediately
upon
filing
unless
a
later
date
is

specified
in
the
rules.
Any
rules
adopted
in
accordance
with

this
section
shall

9.
EFFECTIVE
UPON
ENACTMENT.
This
division
of
this

Act,
being
deemed
of
immediate
importance,
takes
effect
upon

enactment.

10.
Section
49.13,
subsection
6,

shall
be
making

adequate
progress
toward
graduation
requirements
at
the
end
of

each
grading
period.
At
the
end
of
a
grading
period
that
is
the
26
final
grading
period
in
a
school
year,
a
student
who
receives
27
a
failing
grade
in
any
course
for
which
credit
is
awarded
is
28
ineligible
to
participate
under
this
subsection
.
A
student
who
29
is
eligible
at
the
close
of
a
semester
is
academically
eligible
30
to
participate
under
this
subsection
until
the
beginning
of
31
the
subsequent
semester.
A
student
with
a
disability
who
32
has
an
individualized
education
program
shall
not
be
denied
33
eligibility
to
participate
under
this
subsection
on
the
basis
34
of
scholarship
if
the
student
is
making
adequate
progress,
