H.F. 2311 Section 1. Section 321.254, Code 2016, is amended to read 1 as follows: 2 321.254 Local authorities restricted. 3 No local authority shall place or maintain any 4 traffic-control device or any automated traffic law enforcement 5 system upon any highway under the jurisdiction of the 6 department except by the latter’s permission. For the purposes 7 of this section, “automated traffic law enforcement system” 8 means a system that operates in conjunction with an official 9 traffic-control signal, as described in section 321.257, or 10 a speed measuring device to produce recorded images of motor 11 vehicles being operated in violation of traffic or speed laws. 12 Sec. 2. NEW SECTION . 321.260A Automated traffic law 13 enforcement —— notice of fine distribution on citation. 14 If the department or a local authority issues a citation as 15 a result of an image obtained from an automated traffic law 16 enforcement system, the citation shall provide an itemized 17 list of the fines and fees assessed pursuant to the citation, 18 the name of each state and local governmental entity and each 19 private entity that will receive a portion of the fines or 20 fees, and the amount of the fines or fees that each entity will 21 receive.
