S.F. 354 Section 1. PUBLIC CAFETERIAS —— PURCHASING PREFERENCES AND 1 DIETARY GUIDELINES. 2 1. The department of administrative services, in 3 collaboration with the department of public health and the 4 department of agriculture and land stewardship, shall convene a 5 task force to propose a procurement policy and implementation 6 timeline for the policy requiring all cafeterias at the capitol 7 complex and buildings in this state in which an executive 8 branch agency has an office to conform to the American heart 9 association’s procurement standards or the United States 10 department of health and human services’ guidelines for federal 11 concessions and vending operations, and to establish purchasing 12 preferences for local producers of food and local beverage 13 providers. 14 2. The state board of regents and the department of 15 education, in collaboration with the department of agriculture 16 and land stewardship, shall also convene a task force to 17 propose a procurement policy and implementation timeline for 18 the policy requiring collegiate campus cafeterias to conform 19 to the American heart association’s procurement standards or 20 the United States department of health and human services’ 21 guidelines for federal concessions and vending operations, and 22 to establish purchasing preferences for local producers of food 23 and local beverage providers. Campus cafeterias addressed in 24 the policy include cafeterias located at the university of 25 northern Iowa, Iowa state university, the university of Iowa, 26 and all community colleges. 27 3. The task forces shall submit their procurement policies 28 and implementation timelines to the general assembly by January 29 2, 2014. 30 4. The department of administrative services, state board 31 of regents, and department of education shall each adopt a 32 procurement policy requiring the affected cafeterias to conform 33 to the American heart association’s procurement standards or 34 the United States department of health and human services’ 35 -1- SF 354 (3) 85 mr/rj/jh 1/ 2
S.F. 354 guidelines for federal concessions and vending operations by 1 January 1, 2015. 2 5. The department of administrative services and the 3 department of public health shall review and update relevant 4 nutrition standards every five years, starting in 2018, to 5 reflect advancements in nutrition science, dietary data, and 6 food product availability. 7 6. Any affected cafeteria’s new or renewal food service 8 contract entered into during calendar year 2014 shall also 9 conform to the appropriate procurement policies adopted 10 pursuant to subsection 4. 11 -2- SF 354 (3) 85 mr/rj/jh 2/ 2
