S.F. 2248 Section 1. EMERALD ASH BORER ADVISORY COMMITTEE. 1 1. The department of natural resources, in cooperation 2 with the department of agriculture and land stewardship, 3 shall establish an emerald ash borer advisory committee for 4 the purpose of developing a statewide comprehensive plan to 5 address issues related to the emerald ash borer and how to best 6 assist rural landowners and municipalities in dealing with the 7 emerald ash borer and the aftereffects of its infestation. In 8 considering both the short-term and long-term opportunities 9 and solutions, the advisory committee shall review and analyze 10 relevant issues and make recommendations regarding the state’s 11 rural and urban ash tree resources including but not limited 12 to all of the following: 13 a. The current status of Iowa’s rural and urban ash tree 14 resources and any activities and programs related to managing 15 emerald ash borer impacts. 16 b. The cost of completing an inventory of ash trees for 17 local governments and for property owners in urban and rural 18 settings. 19 c. The cost of removal of ash trees for local governments 20 and for property owners in urban and rural settings. 21 d. The potential public safety threat posed by dead and 22 dying ash trees. 23 e. The cost of replacing ash trees for local governments and 24 for property owners in urban and rural settings with a focus on 25 providing for a diversity of tree species. 26 f. In consultation with landfill operators, energy utility 27 providers, and other related stakeholders, a review of wood 28 waste removal issues and potential solutions and uses for wood 29 waste. 30 g. A review of the emerald ash borer management strategies 31 of other midwestern states. 32 2. By November 14, 2014, the advisory committee shall 33 submit a final report with findings and recommendations to the 34 governor and the general assembly. 35 -1- SF 2248 (4) 85 tm/rj/jh 1/ 3
S.F. 2248 3. The task force shall be composed of the following 1 members: 2 a. The following members of the task force shall be 3 appointed by the governor: 4 (1) One representative of the coalition for Iowa’s 5 woodlands and trees. 6 (2) One representative of the Iowa woodland owners 7 association. 8 (3) One representative of trees forever. 9 (4) One representative of the Iowa tree farm committee. 10 (5) One representative of the Iowa arborist association. 11 (6) One representative of the northeast Iowa forestry 12 advisory committee. 13 (7) One representative of the Iowa association of county 14 conservation boards. 15 (8) One representative of the Iowa farm bureau federation. 16 (9) One representative of the Iowa urban tree council. 17 (10) One representative of the Iowa chapter of the society 18 of American foresters. 19 (11) One representative of the Iowa league of cities. 20 (12) One representative of the Iowa insurance institute. 21 (13) One representative of the Iowa nursery and landscape 22 association. 23 (14) Two representatives of wood products producers in 24 Iowa. 25 (15) One representative of the forestry consulting industry 26 in Iowa. 27 (16) One representative of the Iowa utilities board. 28 (17) One representative of municipal foresters in Iowa. 29 (18) One representative of a bio-energy project from the 30 university of Iowa. 31 (19) One representative of the Iowa chapter of the American 32 public works association. 33 (20) One representative of the Iowa society of solid waste 34 operations. 35 -2- SF 2248 (4) 85 tm/rj/jh 2/ 3
S.F. 2248 (21) One representative of the Iowa chapter of the sierra 1 club. 2 (22) One representative of county conservation directors 3 in Iowa. 4 b. The director of the department of transportation or the 5 director’s designee. 6 c. The director of the department of natural resources or 7 the director’s designee. 8 d. The secretary of agriculture or the secretary’s 9 designee. 10 e. Two ex officio members of each house of the general 11 assembly. One member each shall be selected by the majority 12 leader of the senate and by the minority leader of the senate, 13 and one member each shall be selected by the speaker of the 14 house of representatives and by the minority leader of the 15 house of representatives. Members of the general assembly 16 shall be entitled to receive per diem and necessary travel and 17 actual expenses pursuant to section 2.10, subsection 5, while 18 carrying out their official duties as members of the advisory 19 committee. 20 4. The director of the department of natural resources, or 21 the director’s designee, and the secretary of agriculture, or 22 the secretary’s designee, shall serve as co-chairpersons of the 23 advisory committee. 24 Sec. 2. EMERALD ASH BORER INTERIM STUDY COMMITTEE. The 25 legislative council is requested to establish an interim 26 study committee, composed of members of the senate and house 27 of representatives, to meet during the 2014 interim, to 28 review the report submitted by the emerald ash borer advisory 29 committee. The study committee shall present its findings and 30 recommendations in a report to the 2015 session of the general 31 assembly. 32 -3- SF 2248 (4) 85 tm/rj/jh 3/ 3
