S.F. 424 Section 1. DISTRICT-TO-COMMUNITY COLLEGE PROGRAM AND 1 FACILITIES SHARING PILOT PROGRAM. A consortium of not 2 less than four school districts and a community college 3 may request approval from the department of education for a 4 district-to-community college program and facilities sharing 5 pilot program. The pilot program shall include one community 6 college whose average annual increase in joint enrollment over 7 the fiscal period beginning July 1, 2005, and ending June 30, 8 2009, was between 20 and 21 percent, and not less than four 9 contiguous school districts, each of which had a kindergarten 10 through grade twelve certified enrollment for the 2009-2010 11 school year of not less than six hundred pupils nor more than 12 eight hundred pupils. All participants in the consortium 13 shall be located within thirty miles of two cities and a state 14 university. Notwithstanding the requirement that a school 15 district have exclusive jurisdiction in all matters within 16 the territory of the school district under section 274.1, the 17 limitation on joint buildings under section 28E.41, and the 18 expenditure requirements of section 298.3, the participating 19 school district boards may enter into joint contracts for the 20 construction or lease of buildings, using funds accumulated 21 under the physical plant and equipment levy in section 298.2. 22 Buildings constructed or leased pursuant to this section shall 23 be used primarily for providing community college courses under 24 a district-to-community college sharing agreement entered into 25 by each of the school districts and the community college 26 pursuant to section 257.11, subsection 3. 27 -1- SF 424 (3) 84 md/sc 1/ 1
