1.
Section
321G.4,
subsection
2,
Code
2011,
is
1
amended
to
read
as
follows:

2.
The
owner
of
the
snowmobile
shall
file
an
application
3
for
registration
with
the
department
through
a
county
recorder
4
in
the
manner
established
by
the
commission.
The
application
5
shall
be
completed
by
the
owner
and
shall
be
accompanied
by
a
6
fee
of
fifteen
thirty
dollars
and
a
writing
fee
as
provided
7
in
section
321G.27
.
A
snowmobile
shall
not
be
registered
by
8
the
county
recorder
until
the
county
recorder
is
presented
9
with
receipts,
bills
of
sale,
or
other
satisfactory
evidence
10
that
the
sales
or
use
tax
has
been
paid
for
the
purchase
of
11
the
snowmobile
or
that
the
owner
is
exempt
from
paying
the
12
tax.
A
snowmobile
that
has
an
expired
registration
certificate
13
from
another
state
may
be
registered
in
this
state
upon
proper
14
application,
payment
of
all
applicable
registration
and
writing
15
fees,
and
payment
of
a
penalty
of
five
dollars.

Sec.
2.
Section
321G.4A,
subsection
2,
Code
2011,
is
amended
17
to
read
as
follows:

2.
A
county
recorder
or
a
license
agent
designated
by
the
19
director
pursuant
to
section
483A.11
may
issue
user
permits.

The
fee
for
a
user
permit
shall
be
fifteen
thirty
dollars
plus
21
an
administrative
fee
established
by
the
commission.
A
county
22
recorder
or
a
license
agent
shall
retain
a
writing
fee
from
the
23
sale
of
each
user
permit
as
provided
in
section
321G.27
.

3.
Section
321G.6,
subsections
1
and
4,
Code
2011,
are

amended
to
read
as
follows:

1.
Every
snowmobile
registration
certificate
and
27
registration
decal
issued
expires
at
midnight
December
31
28
unless
sooner
terminated
or
discontinued
in
accordance
with
29
this
chapter
or
rules
of
the
commission.
After
the
first
30
day
of
September
each
year,
an
unregistered
snowmobile
31
may
be
registered
and
a
registration
may
be
renewed
in
one
32
transaction.
The
fee
is
five
dollars
for
the
remainder
of
the
33
current
year,
in
addition
to
the
registration
fee
of
fifteen
34
thirty
dollars
for
the
subsequent
year
beginning
January
1,
and

a
writing
fee
as

in

Sec.
4.
Section
321G.7,
Code
2011,
is
amended
by
adding
the

following
new
subsection:

NEW
SUBSECTION
.
3.
Notwithstanding
subsection
2,
any
11
increase
in
revenue
received
on
or
after
July
1,
2011,
pursuant
12
to
this
section
as
a
result
of
fee
increases
pursuant
to
this
13
Act,
shall
not
be
used
for
salaries
or
other
administrative
14
costs
of
the
department.
