moneys
shall
not
be
used
for
additional
staff

for
the

reimbursement
of
staff.

As
a
condition
of
receiving
moneys
appropriated
in

this
subsection,
each
early
childhood
Iowa
area
board
shall
8
report
to
the
early
childhood
Iowa
state
board
progress
on
9
each
of
the
local
indicators
approved
by
the
area
board.
Each
10
early
childhood
Iowa
area
board
must
also
submit
an
annual
11
budget
for
the
area’s
comprehensive
school
ready
children
12
grant
developed
for
providing
services
for
children
from
birth
13
through
five
years
of
age,
and
provide
other
information
14
specified
by
the
early
childhood
Iowa
state
board,
including
15
budget
amendments
as
needed.
The
early
childhood
Iowa
state
16
board
shall
establish
a
submission
deadline
for
the
annual
17
budget
and
any
budget
amendments
that
allow
a
reasonable
period
18
of
time
for
preparation
by
the
early
childhood
Iowa
area
boards
19
and
for
review
and
approval
or
request
for
modification
of
20
the
materials
by
the
early
childhood
Iowa
state
board.
In
21
addition,
each
early
childhood
Iowa
area
board
must
continue
to
22
comply
with
reporting
provisions
and
other
requirements
adopted

by
the
early
childhood
Iowa
state
board
in
implementing
section

the
amount
appropriated

FINANCING.
For

the
fiscal
year
beginning
July
1,
2012,
and
ending
June
30,

2013,
the
state
board
of
regents
may
use
notes,
bonds,
or

other
evidences
of
indebtedness
issued
under
section
262.48
to
6
finance
projects
that
will
result
in
energy
cost
savings
in
an
7
amount
that
will
cause
the
state
board
to
recover
the
cost
of
8
the
projects
within
an
average
of
six
years.

Sec.
44.
PRESCRIPTION
DRUG
COSTS.
Notwithstanding
section

270.7,
the
department
of
administrative
services
shall
pay

the
state
school
for
the
deaf
and
the
Iowa
braille
and
sight

saving
school
the
moneys
collected
from
the
counties
during
the
13
fiscal
year
beginning
July
1,
2012,
for
expenses
relating
to

prescription
drug
costs
for
students
attending
the
state
school

for
the
deaf
and
the
Iowa
braille
and
sight
saving
school.

Sec.
45.
EFFECTIVE
UPON
ENACTMENT.
The
section
of
this

Act
transferring
moneys
appropriated
pursuant
to
2010
Iowa
18
Acts,
chapter
1183,
section
6,
subsection
18,
being
deemed
of
19
immediate
importance,
takes
effect
upon
enactment.

Sec.
46.
RETROACTIVE
APPLICABILITY.
The
sections
of
this
21
Act
amending
sections
299A.2
and
299A.8
apply
retroactively
to
22
the
base
year
beginning
July
1,
2009.
