H.F. 2245 Section 1. Section 257.8, subsections 1 and 2, Code 1 Supplement 2011, are amended to read as follows: 2 1. State percent of growth. The state percent of growth 3 for the budget year beginning July 1, 2010, is two percent. 4 The state percent of growth for the budget year beginning July 5 1, 2012, is two percent. The state percent of growth for 6 each subsequent budget year shall be established by statute 7 which shall be enacted within thirty days of the submission 8 in the year preceding the base year of the governor’s budget 9 under section 8.21 as provided in this subsection . The 10 statute establishing the state percent of growth for the 11 budget year beginning July 1 of the calendar year in which 12 the statute is enacted shall be enacted within thirty days of 13 the submission of the governor’s budget under section 8.21 in 14 each odd-numbered year. The statute establishing the state 15 percent of growth for the budget year beginning July 1 of the 16 calendar year following the calendar year in which the statute 17 is enacted shall be enacted during the regular legislative 18 session in each odd-numbered year. The establishment of the 19 state percent of growth for a budget year shall be the only 20 subject matter of the bill which enacts the state percent of 21 growth for a budget year. 22 2. Categorical state percent of growth. The categorical 23 state percent of growth for the budget year beginning July 1, 24 2010, is two percent. The categorical state percent of growth 25 for the budget year beginning July 1, 2012, is two percent. 26 The categorical state percent of growth for each budget year 27 shall be established by statute which shall be enacted within 28 thirty days of the submission in the year preceding the base 29 year of the governor’s budget under section 8.21 as provided 30 in this subsection . The statute establishing the categorical 31 state percent of growth for the budget year beginning July 1 32 of the calendar year in which the statute is enacted shall be 33 enacted within thirty days of the submission of the governor’s 34 budget under section 8.21 in each odd-numbered year. H.F. 2245 statute establishing the categorical state percent of growth 1 for the budget year beginning July 1 of the calendar year 2 following the calendar year in which the statute is enacted 3 shall be enacted during the regular legislative session in each 4 odd-numbered year. The establishment of the categorical state 5 percent of growth for a budget year shall be the only subject 6 matter of the bill which enacts the categorical state percent 7 of growth for a budget year. The categorical state percent of 8 growth may include state percents of growth for the teacher 9 salary supplement, the professional development supplement, and 10 the early intervention supplement. 11 Sec. 2.
