S.F. 2329 Section 1. IOWA COMMUNICATIONS NETWORK —— ADVISORY 1 COMMITTEE. 2 1. An Iowa communications network advisory committee is 3 established to study and make recommendations to the governor 4 and the general assembly regarding the current and future 5 operation of the Iowa communications network. Aspects of the 6 study shall include the following: 7 a. Current usage level and capacity of the network. 8 b. Current and anticipated future operating and maintenance 9 expenses. 10 c. Options for expanding network access to public and 11 private users. 12 d. Options for forming public and private partnerships with 13 regard to ownership and operation of the network. 14 e. Leasing arrangements. 15 f. Current and anticipated future network revenue. 16 g. Current status of the network from a technological 17 standpoint and future plans and modifications to the network in 18 response to anticipated technological advancements. 19 2. a. The committee shall be comprised of the following 20 voting members who shall be appointed by the governor: 21 (1) One member representing the Iowa telecommunications and 22 technology commission. 23 (2) One member representing the Iowa utilities board. 24 (3) One member representing the department of economic 25 development. 26 (4) One member representing the department of education. 27 (5) One member representing state agency users of the 28 network not otherwise designated pursuant to this section. 29 (6) One member representing area education agencies. 30 (7) One member representing the office of the attorney 31 general. 32 (8) One member representing the Iowa state association of 33 counties. 34 (9) One member representing the Iowa league of cities. 35 -1- SF 2329 (4) 83 rn/nh/jh 1/ 2
S.F. 2329 (10) One member representing the Iowa association of school 1 boards. 2 (11) One member representing the wired telecommunications 3 industry. 4 (12) One member representing the wireless 5 telecommunications industry. 6 (13) One member representing a municipal utility providing 7 telecommunications services. 8 (14) One member representing the cable television industry. 9 (15) Three members representing the general public. 10 b. The committee shall be comprised of the following 11 nonvoting, ex officio members: 12 (1) One representative to be appointed by the speaker of the 13 house of representatives, one representative to be appointed 14 by the minority leader of the house of representatives, one 15 senator to be appointed by the president of the senate after 16 consultation with the majority leader of the senate, and one 17 senator to be appointed by the minority leader of the senate. 18 (2) One member representing the governor’s office, 19 appointed by the governor. 20 3. a. Sections 69.16 and 69.16A shall apply to the public 21 members of the board. 22 b. Public members may be eligible to receive compensation 23 as provided in section 7E.6. Members shall be reimbursed for 24 actual and necessary expenses incurred in performance of the 25 members’ duties. 26 c. The committee shall elect a chair and a vice chair from 27 among the voting members of the board, by majority vote. A 28 majority of the members of the board shall constitute a quorum. 29 d. Staffing assistance shall be provided by the Iowa 30 telecommunications and technology commission. 31 4. The committee shall submit a report summarizing the 32 results of the study and making recommendations to the governor 33 and the general assembly by December 31, 2010. 34 -2- SF 2329 (4) 83 rn/nh/jh 2/ 2
