  1 An Act requiring counties and cities with flood hazard areas
  2    within their boundaries to participate in the national flood
  3    insurance program.

  1  1    Section 1.  NEW SECTION.  455B.262A  NATIONAL FLOOD
  1  2 INSURANCE PROGRAM == PARTICIPATION REQUIRED.
  1  3    1.  All counties and cities in this state that have an
  1  4 effective flood insurance rate map or flood hazard boundary
  1  5 map published by the federal emergency management agency that
  1  6 identifies a special flood hazard area within the political
  1  7 boundaries of the county or city shall meet the requirements
  1  8 for participation in the national flood insurance program
  1  9 administered by the federal emergency management agency on or
  1 10 before July 30, 2013.
  1 11    2.  If a county or city does not currently have an
  1 12 effective flood insurance rate map or flood hazard boundary
  1 13 map published by the federal emergency management agency that
  1 14 identifies a special flood hazard area within the political
  1 15 boundaries of the county or city, the county or city shall
  1 16 have sixty months from the effective date of any future flood
  1 17 insurance rate map or flood hazard boundary map published by
  1 18 the federal emergency management agency to meet the
  1 19 requirements for participation in the national flood insurance
  1 20 program.
  1 21    3.  Each county or city shall agree to manage flood hazard
  1 22 areas within its jurisdiction by adopting regulatory standards
  1 23 that meet or exceed statewide floodplain management standards
  1 24 and the minimum requirements of the national flood insurance
  1 25 program.
  1 26    4.  State participation in funding financial assistance
  1 27 under section 29C.6, subsection 17, paragraph "a", is
  1 28 contingent upon the county or city participating in the
  1 29 national flood insurance program pursuant to this section.
  1 30    Sec. 2.  IMPLEMENTATION OF ACT.  Section 25B.2, subsection
  1 31 3, shall not apply to this Act.
