  1  1    Section 1.  ELECTRONIC RECORDING OF INTERROGATIONS == MODEL
  1  2 POLICY == ANALYSIS AND REPORT.
  1  3    1.  It is the intent of the general assembly that all law
  1  4 enforcement agencies in the state adopt a policy requiring
  1  5 peace officers to electronically record, when feasible, all
  1  6 custodial interrogations.
  1  7    2.  The department of public safety shall develop a model
  1  8 custodial interrogation electronic recording policy, and make
  1  9 the model policy available to other state and local law
  1 10 enforcement agencies throughout the state.  The department
  1 11 shall assist other state and local law enforcement agencies in
  1 12 developing substantially similar policies and shall monitor
  1 13 the adoption and implementation of such policies.
  1 14    3.  The department of public safety shall conduct an
  1 15 analysis of the policies adopted and implemented and shall
  1 16 file a report detailing the department's analysis with the
  1 17 general assembly by January 15, 2008.  In conducting the
  1 18 analysis the department shall consult with representatives of
  1 19 the following agencies or organizations:  the American civil
  1 20 liberties union of Iowa, the Iowa police executive forum, the
  1 21 Iowa association of chiefs of police and peace officers, the
  1 22 Iowa state police association, the Iowa county attorneys
  1 23 association, the Iowa state sheriffs' and deputies'
  1 24 association, the department of justice, the state public
  1 25 defender, the department of natural resources, the Iowa law
  1 26 enforcement academy, the Iowa league of cities, the Iowa state
  1 27 association of counties, and other interested agencies or
  1 28 organizations.
