  1  1    Section 1.  Section 321.463, subsection 5, Code 2007, is
  1  2 amended by adding the following new paragraph:
  1  3    NEW PARAGRAPH.  f.  Notwithstanding any other law of this
  1  4 state, during the annual period beginning September 15 and
  1  5 ending November 15, the provisions of paragraphs "a" and "b"
  1  6 and section 321E.29 are suspended, to the extent that those
  1  7 provisions restrict the movement of oversize and overweight
  1  8 loads of soybeans, corn, hay, straw, and stover and require a
  1  9 permit to transport such loads.  This paragraph applies to
  1 10 loads transported from point of harvest to storage or
  1 11 distribution points on highways other than interstate roads by
  1 12 vehicles or combinations of vehicles which do not exceed a
  1 13 maximum gross weight of ninety thousand pounds, do not exceed
  1 14 the maximum axle weight limit determined under the nonprimary
  1 15 highway maximum gross weight table in paragraph "b" by more
  1 16 than ten percent, do not exceed twenty thousand pounds on any
  1 17 one axle, and comply with posted limits on bridges.
