  1 An Act relating to student eye care and including an
  2    applicability date provision.
  3 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

  1  1    Section 1.  NEW SECTION.  280.7A  STUDENT EYE CARE.
  1  2    1.  A parent or guardian who registers a child for
  1  3 kindergarten or a preschool program shall be given a student
  1  4 vision card provided by the Iowa optometric association with a
  1  5 goal of every child receiving an eye examination by age seven,
  1  6 as needed.
  1  7    2.  In conjunction with the adoption of an individualized
  1  8 education program pursuant to chapter 256B, a student may
  1  9 receive an eye examination by a licensed ophthalmologist or
  1 10 optometrist as part of a perceptual visual evaluation
  1 11 supervised by a professional member of the student's
  1 12 individualized education program or a school psychologist.  A
  1 13 parent or guardian is responsible for ensuring a student
  1 14 receives an eye examination if recommended under this
  1 15 subsection.
  1 16    3.  Area education agencies, pursuant to section 273.3,
  1 17 shall make every effort to provide, in collaboration with
  1 18 local community organizations, vision screening services to
  1 19 children ages two through four.
  1 20    Sec. 2.  APPLICABILITY DATE.  This Act applies to school
  1 21 years beginning on or after July 1, 2009.
