  1  1    Section 1.  NEW SECTION.  554E.1  PURCHASING OF FLAGS ==
  1  2 RESTRICTION.
  1  3    1.  The state, a state agency, political subdivision of the
  1  4 state, school district, area education agency, community
  1  5 college, an institution under the control of the state board
  1  6 of regents, other public entity, or a state, county, or
  1  7 municipal cemetery shall not purchase, on or after July 1,
  1  8 2008, any of the following flags, unless the flag was
  1  9 manufactured in the United States:
  1 10    a.  The United States flag.
  1 11    b.  The state flag of Iowa.
  1 12    c.  A flag representing or commemorating United States
  1 13 soldiers classified as missing in action or prisoners of war.
  1 14    2.  For purposes of this section, "flag" means a piece of
  1 15 woven cloth or other material designed to be flown for
  1 16 purposes of public display.
  1 17    3.  This section does not apply to representations or
  1 18 depictions of a flag not meeting the definition in subsection
  1 19 2 which are affixed or attached to physical objects, works of
  1 20 art, or memorabilia.
