1 1 Section 1. LEGISLATIVE FINDINGS == SINGLE POINT OF ENTRY
1 2 LONG=TERM LIVING RESOURCES SYSTEM.
1 3 1. The general assembly finds that access to information
1 4 regarding all components of the long=term living resources
1 5 system is necessary to empower consumers in planning,
1 6 evaluating, and making decisions to appropriately meet their
1 7 individual long=term living needs. This access should be
1 8 provided through a single point of entry into an integrated,
1 9 seamless system that facilitates navigation of the variety of
1 10 private and public resources available, minimizes service
1 11 fragmentation, reduces duplication of administrative paperwork
1 12 and procedures, enhances individual choice, supports informed
1 13 decision making, and increases the cost=effectiveness of long=
1 14 term living services and support systems.
1 15 2. a. A single point of entry long=term living resources
1 16 system team is created, consisting of the following members:
1 17 (1) The director of an area agency on aging who is also
1 18 the chairperson of the national association of area agencies
1 19 on aging.
1 20 (2) Four consumers selected by the co=chairpersons of the
1 21 senate standing committee on human resources and the
1 22 chairperson and ranking member of the house of representatives
1 23 standing committee on human resources. Of the four consumer
1 24 members, one shall be a member of the older Iowans legislature
1 25 and one shall be a member of AARP Iowa. The older Iowans
1 26 legislature and AARP Iowa shall submit nominations to the
1 27 legislative members who shall make the final selection for
1 28 membership.
1 29 (3) The co=chairpersons of the senate standing committee
1 30 on human resources and the chairperson and ranking member of
1 31 the house of representatives standing committee on human
1 32 resources.
1 33 b. Public members shall receive actual expenses incurred
1 34 while serving in their official capacity and may also be
1 35 eligible to receive compensation as provided in section 7E.6.
2 1 c. The team shall do all of the following:
2 2 (1) Hold at least two public meetings to receive input
2 3 regarding access to the long=term living resources system and
2 4 recommendations for improved access.
2 5 (2) Make recommendations regarding the structure of and
2 6 best means of providing a single point of entry to the long=
2 7 term living resources system.
2 8 (3) Submit a report of the team's findings from the
2 9 meetings described in subparagraph (1) and the team's
2 10 recommendations for establishing a single point of entry to
2 11 the long=term living resources system to the general assembly
2 12 on or before December 1, 2006. The recommendations may
2 13 provide for multiple access sites that are standardized and
2 14 coordinated to provide for access to the single point of
2 15 entry, a management information system that links the
2 16 resources available in order to provide a single electronic
2 17 point of entry to the long=term living resources system, a
2 18 telephonic single point of entry, or suggestions for
2 19 colocation or integration of long=term living resources system
2 20 administration and services. The report shall also include
2 21 recommendations for funding the single point of entry to the
2 22 long=term living resources system through available grants or
2 23 other sources.
