  1 An Act requiring reports from the department of education and
  2    from school districts relating to student achievement,
  3    percentile rank, and grade level equivalency.
  4 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

  1  1    Section 1.  Section 256.9, Code Supplement 2005, is amended
  1  2 by adding the following new subsection:
  1  3    NEW SUBSECTION.  55.  Annually report to the chairpersons
  1  4 of the standing senate and house of representatives committees
  1  5 on education the progress made toward reporting student
  1  6 achievement statewide and at the district level according to
  1  7 cohort groups based upon the department's individual student
  1  8 record system.  Not later than July 1, 2008, the department
  1  9 shall report statewide student achievement based upon cohorts
  1 10 of students.
  1 11    Sec. 2.  NEW SECTION.  279.63  STUDENT PERCENTILE RANK AND
  1 12 GRADE LEVEL EQUIVALENCY REPORT.
  1 13    The board of directors of each school district shall report
  1 14 to the parent or guardian of each student enrolled in grades
  1 15 three through nine in the school district, who is administered
  1 16 the Iowa test of basic skills or the Iowa test of educational
  1 17 development, the Iowa and national percentile rank and the
  1 18 Iowa and national grade level equivalency in each of the
  1 19 subject areas for which the student was tested.  The school
  1 20 district shall provide a brief description of how the Iowa
  1 21 testing program determined the levels.
  1 22    Whenever the board of directors of a school district
  1 23 includes Iowa and national student proficiency in the student
  1 24 achievement report to the community pursuant to section 256.7,
  1 25 subsection 21, paragraph "c", the district shall also include
  1 26 the number and percentage of students at the six achievement
  1 27 levels provided by the Iowa testing program.
