A BILL FOR
1 An Act relating to the Iowa early intervention block grant
2 program by requiring school districts to report certain
3 reading assessment results to parents and extending the
4 program's repeal date.
5 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 1 Section 1. Section 256D.1, subsection 1, paragraph b,
1 2 subparagraph (1), Code 2005, is amended to read as follows:
1 3 (1) A school district shall at a minimum biannually inform
1 4 parents of their individual child's performance on the
1 5 diagnostic assessments in kindergarten through grade three.
1 6 If intervention is appropriate, the school district shall
1 7 inform the parents of the actions the school district intends
1 8 to take to improve the child's reading skills and provide the
1 9 parents with strategies to enable the parents to improve their
1 10 child's skills. If the diagnostic assessments administered in
1 11 accordance with this subsection indicate that a child is
1 12 reading below grade level, the school district shall submit a
1 13 report of the assessment results to the parent, which the
1 14 parent shall sign and return to the school district. If the
1 15 parent does not sign or return the report, the school district
1 16 shall note in the student's record the inaction on the part of
1 17 the parent. The board of directors of each school district
1 18 shall adopt a policy indicating the methods the school
1 19 district will use to inform parents of their individual
1 20 child's performance.
1 21 Sec. 2. Section 256D.9, Code Supplement 2005, is amended
1 22 to read as follows:
1 23 256D.9 FUTURE REPEAL.
1 24 This chapter is repealed effective July 1, 2006 2007.
