  1 An Act relating to the establishment of a faith=based and
  2    community=based organizations network.
  3 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

  1  1    Section 1.  NEW SECTION.  217.45  FAITH=BASED AND
  1  2 COMMUNITY=BASED ORGANIZATIONS NETWORK.
  1  3    1.  A statewide, nonprofit agency that receives a subgrant
  1  4 to assist faith=based and community=based organizations to
  1  5 develop coalitions and partnerships shall be designated as the
  1  6 central office for faith=based and community=based
  1  7 initiatives.
  1  8    2.  The department shall designate one department employee
  1  9 in each of the service areas to act as a liaison to faith=
  1 10 based and community=based organizations in the service area.
  1 11    3.  The primary functions of a liaison for a service area
  1 12 under this section are as follows:
  1 13    a.  To communicate with faith=based and community=based
  1 14 organizations regarding the need for private community
  1 15 services to benefit persons in need of assistance who would
  1 16 otherwise require financial or other assistance under public
  1 17 programs administered by state or local government.
  1 18    b.  To promote the involvement of faith=based and
  1 19 community=based organizations in working to meet community
  1 20 needs for assistance.
  1 21    c.  To coordinate efforts to promote involvement of faith=
  1 22 based and community=based organizations in providing community
  1 23 services with efforts similar to those of state agencies.
  1 24    d.  To promote cooperation and coordination among public
  1 25 agencies and faith=based and community=based organizations.
  1 26    e.  To provide technical assistance to faith=based and
  1 27 community=based organizations in writing grant applications,
  1 28 training, mentoring, financial management, and obtaining not=
  1 29 for=profit designations.
  1 30    4.  The department shall submit a report annually by
  1 31 January 15 to the governor and the general assembly regarding
  1 32 the activities of the faith=based and community=based
  1 33 organizations network provided for in this section.
