S.F. _____ Section 1. Section 716.11, subsection 1, paragraph c, Code 1 2025, is amended to read as follows: 2 c. A telecommunications or service, information service, 3 or cable service as defined in 47 U.S.C. §153, or a broadband 4 generation, transmission, or delivery system. 5 EXPLANATION 6 The inclusion of this explanation does not constitute agreement with 7 the explanation’s substance by the members of the general assembly. 8 This bill relates to critical infrastructure sabotage. 9 The bill provides that “critical infrastructure” includes 10 a telecommunications service, information service, or cable 11 service as defined in 47 U.S.C. §153. 12 A person who, overtly, intentionally, and without 13 authorization, causes or has the means to cause, and in 14 substantial furtherance of causing, a substantial and 15 widespread interruption or impairment of a fundamental 16 service rendered by critical infrastructure commits critical 17 infrastructure sabotage, a class “B” felony, and is subject to 18 confinement for no more than 25 years and a fine of not less 19 than $85,000 nor more than $100,000. 20 -1- LSB 2540XC (4) 91 as/js 1/ 1
