Senate Resolution 105 - Introduced SENATE RESOLUTION NO. 105 BY SINCLAIR A Resolution amending Senate rules for the Ninety-first 1 General Assembly. 2 BE IT RESOLVED BY THE SENATE, That Rule 30 of the 3 Senate rules for the Ninety-first General Assembly, as 4 adopted during the 2025 Session in Senate Resolution 5 6, is amended as follows: 6 Rule 30 7 Resolutions 8 A “senate resolution” is a resolution acted upon 9 only by the senate which relates to an accomplishment 10 of national or international status; the dedication 11 of a day by a statewide or national group; the one 12 hundredth, one hundred twenty-fifth, or one hundred 13 fiftieth , two hundredth, or two hundred fiftieth 14 anniversary of a local any government or organization; 15 the recognition of state ties to other governments; the 16 retirement of a senator or long-time senate employee; 17 or to rules and administrative matters, including the 18 appointment of special committees, within the senate. 19 A senate resolution requires the affirmative vote of 20 a majority of the senators present and voting, unless 21 otherwise required in these rules. A senate resolution 22 shall be filed with the secretary of the senate. A 23 senate resolution shall be printed in the bound journal 24 after its adoption and in the daily journal upon 25 written request to the secretary of the senate by 26 the sponsor of the resolution. S.R. 105 of a certificate of recognition. 1 BE IT FURTHER RESOLVED BY THE SENATE, That Rule 39, 2 subsection 11, of the Senate rules for the Ninety-first 3 General Assembly, as adopted during the 2025 Session in 4 Senate Resolution 6, is amended as follows: 5 11. A subcommittee chair must notify the committee 6 chair not later than one legislative day prior to 7 bringing the bill or resolution before the committee. 8 The committee cannot vote on a bill or resolution for 9 at least one full day following the receipt of the 10 report by the chairperson. 11 BE IT FURTHER RESOLVED BY THE SENATE, That Rule 12 45 of the Senate rules for the Ninety-first General 13 Assembly, as adopted during the 2025 Session in Senate 14 Resolution 6, is amended as follows: 15 Rule 45 16 Access to Senate Chamber and Decorum 17 The persons who shall have access to the senate 18 chamber, and the times access shall be available, and 19 the rules governing activities in the chamber and other 20 areas controlled by the senate shall be limited to 21 members of the general assembly and legislative staff. 22 Former members of the senate shall have access to the 23 senate chamber except during legislative debate or 24 when the former member is advocating for or against 25 legislation regardless of whether the former member is 26 registered as a lobbyist. 27 BE IT FURTHER RESOLVED BY THE SENATE, That Rule 52, 28 unnumbered paragraph 2, of the Senate rules for the 29 Ninety-first General Assembly, as adopted during the 30 -2- LSB 6776XS (4) 91 tm/jh 2/ 3
S.R. 105 2025 Session in Senate Resolution 6, is amended as 1 follows: 2 Upon the first reading of an individual bill or 3 resolution, or a house committee bill or resolution, 4 the president shall refer the bill or resolution to 5 the appropriate standing committee. If the bill or 6 resolution is a senate committee bill or resolution, 7 the president shall place it on the calendar after its 8 first reading. If the bill or resolution originated 9 in the house, the president shall refer the bill or 10 resolution to the appropriate standing committee or 11 direct its attachment to a companion senate bill or 12 resolution. If the subject of the bill or resolution 13 is not germane to the title of the committee presenting 14 it, the president of the senate may refer it to the 15 appropriate committee. 16 BE IT FURTHER RESOLVED BY THE SENATE, That Rule 17 56, subsections 7 and 8, of the Senate rules for the 18 Ninety-first General Assembly, as adopted during the 19 2025 Session in Senate Resolution 6, are amended as 20 follows: 21 7.
