Section
1.
The
following
amendment
to
the
Constitution
of
1
the
State
of
Iowa
is
proposed:

Section
5
of
Article
II
of
the
Constitution
of
the
State
of
3
Iowa
is
repealed
and
the
following
adopted
in
lieu
thereof:

Sec.
5.
Disqualified
persons.
A
person
adjudged
mentally
5
incompetent
to
vote
shall
not
be
entitled
to
the
privilege
of
6
an
elector.

Sec.
2.
REFERRAL
AND
PUBLICATION.
The
foregoing
proposed
8
amendment
to
the
Constitution
of
the
State
of
Iowa
is
referred
9
to
the
general
assembly
to
be
chosen
at
the
next
general
10
election
for
members
of
the
general
assembly,
and
shall
be
11
published
as
provided
by
law
for
three
months
previous
to
the
12
date
of
that
election.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
joint
resolution
proposes
an
amendment
to
the
17
Constitution
of
the
State
of
Iowa
relating
to
persons
entitled
18
to
the
privilege
of
an
elector.
The
amendment
strikes
a
19
prohibition
that
withholds
the
privilege
of
an
elector
from
20
persons
convicted
of
an
infamous
crime.
The
privilege
of
an
21
elector
includes
both
the
right
to
vote
and
the
right
to
hold
22
elected
office.

The
resolution,
if
adopted,
would
be
published
and
then
24
referred
to
the
next
general
assembly
(92nd)
for
adoption,
25
before
being
submitted
to
the
electorate
for
ratification.
